Notice Title
Heat Networks Skills Review: an analysis of the existing and required skills in the heat networks sector to meet future demands of the supply chain in the context of the UK's legally binding carbon reduction targets.
Notice Description
The Invitation to Quote (ITQ) will be published in due course. DO NOT apply directly to the buyer. All tender information MUST be submitted through the CCS Research Market Place DPS framework. The purpose of this work is to help Government understand the ability of the heat networks supply chain to keep pace with anticipated growth in future demand. The project will analyse required skills in the heat networks sector, assess current and future skills gaps and needs due to the low carbon transition to 2050 and market growth being driven by existing low carbon heating subsidy programmes. The project will review learnings from other sectors, consider qualification standards and will set out the practical steps needed to develop both capability and capacity in the heat networks supply chain. The project will consider synergies with related industries and the possibility to build on the UK's current expertise in the transition away from fossil fuel heating to improve the supply chain's ability to drive a self-sustaining market. The outcome of this project is expected to provide a first comprehensive understanding of the skills needs and shortages across the heat networks supply chain, inconsistency of training quality and implications for the sustainability and growth of businesses and the sector as a whole. How to apply: This contract will be awarded based on the evaluation criteria which will be set out in the upcoming ITQ document for the mini competition later this year. In order to receive the invitation to quote for this project and because it can take up to 15 working days to register on the "Research Marketplace", we encourage suppliers to be registered in advance to the competition being published. We encourage registering by 12th December 2019 and set the relevant filters (see below) in order to be in the competition pool. We encourage suppliers review their filters by Thursday, 12th December 2019. To register on the "Research Marketplace": On the Cabinet Office's Dynamic Purchasing System (DPS) Market Place's website, refer to "access as a supplier" here: https://supplierregistration.cabinetoffice.gov.uk/dps#research. On the "sign in page", select "register for an account" and select "supplier" as organisation type here: https://supplierregistration.cabinetoffice.gov.uk/login?qlid=%4008%3DZVZGRVRnPT0%3DNjJNT. A supplier will not be sent an invitation if they do not have experience in these and selected the following filters: Analysis: Qualitative Quantitative Rapid evidence assessment Reporting outputs: In-depth bespoke reporting and analysis presentations Additional information: Any questions received in response to this notice will not be answered directly but published alongside the invitation to quote notice.
