Summary of the contracting process

Cornwall Council is planning a tender for a framework of providers to deliver community-based day services, specifically designed for adults with learning disabilities and those with age-related needs. The procurement is in the planning stage, with an indicative timeline that includes provider events in March and June 2017, an advert publication in July, the tender closure in August, and contract award planned for October 2017. The contract is expected to commence on 2 April 2018, with a total estimated budget of £12 million. This procurement falls under the health and social work services category and is set to take place in the South West region of England.

This tender presents significant opportunities for businesses, particularly small to medium-sized enterprises (SMEs) and voluntary, community, and social enterprise (VCSE) organisations that specialise in health and social care services. Companies that are adept at delivering person-centred care, have relevant accredited safety measures, and can demonstrate compliance with health and safety regulations will be well positioned to compete. Additionally, businesses that actively engage in community resources and co-production strategies will likely align with the council's objectives and be ready to participate in the pre-tender events to enhance their prospects of success.

Cornwall Council - Day Services

Notice Description

Cornwall Council intends to go out to tender for a framework of providers to deliver day services. This relates to the externally provided services and does not impact on the in house council run day services. We are looking to buy person centred community based day support services for adults with a learning disability and for people with age related needs. There has not been a tender process for day support for many years. Cornwall Council wants to give information and advice to help all providers to be tender ready. Provider Events There will be two provider events: * The essential requirements * The online tender application Each event will be held at least twice in different parts of the county. These are likely to be held in March and June - further information will be published when it is available. Being Prepared There is preparation that you can begin now to help you make best use of the events: 1. Sign up for Cornwall Council's e-tendering portal Due North at www.supplyingthesouthwest.co.uk so that you receive any advert alert about the tender 2. Check your health and safety certificates and be aware of any accreditation requirements for CHAS (Contractors Health and Safety Assessment Scheme) or relevant SiPPS (Safety Scheme in Procurement) accreditation. CHAS or SiPPS is only required if awarded a place on the framework. 3. Ensure your insurance policies are up to date. Verification of insurance will only be required if awarded a place on the framework. 4. Review key policies and ensure you have up to date policies on, for example, Equality and Diversity, Data Protection Act 1988 requirements. Check your Safeguarding policy complies with the Council's policy and provides an equivalent level of protection. A copy of the policy can be found: www.cornwall.gov.uk/health-and-social-care/adult-social-care/safeguarding-adults/ 5.
