Notice Description

The Contracting Authority, NHS Basildon and Brentwood Clinical Commissioning Group is seeking a suitably qualified provider to deliver an integrated Improving Access to Psychological Therapies (IAPT) Service to commence 1st April 2019. Delivering the new integrated service is critical to building care holistically around the needs of our local population to improve their outcomes and to support them to achieve wellbeing. Through integration with other services (including primary care), the new model will ensure improved outcomes for patients and wider efficiencies for the NHS, for example, in reducing A&E attendances, short stay admissions and prescribing costs. As part of its commitment to improving Mental Health & wellbeing services for its local population and in line with the Mental Health Five Year Forward View, the Contracting Authority is undertaking this procurement exercise to secure a new model for an IAPT service that is fully integrated and as such has taken the decision not to break this service into Lots of Core & LTC in order to integrate the core provision of Improving Access to Psychological Therapies (IAPT) with the provision for patients with Long Term Conditions. The service delivery will be in line with the GP Forward View and our local out of hospital strategy that seeks to improve the interface between primary care and IAPT services. The increase in access to psychological therapies incorporating LTC as part of the integrated service will be targeted with an expectation that two-thirds of the additional people receiving services will have co-morbid physical and mental health conditions or persistent medically unexplained symptoms by 2020/21. It is expected that the service will be aligned to the CCGs five neighbourhoods, meaning more convenient and tailored treatment and relieving pressure on general practice as set out in the General Practice Forward View. The Services fall within 'social and other specific services' within the Public Contracts Regulations 2015 (the Regulations) and the total contract value will exceed the threshold of PS615,278. The services will be procured via a one stage procurement process, consisting of both a Supplier Selection Questionnaire (SQ) and an Invitation to Tender stage and conducted under the "light touch" regime under the Public Contract Regulations 2015 and in line with the indicative timetable set out in the procurement documents. Additional information: The estimated contract value provided in the Contract Notice (PS14,850,000) is inclusive of the potential option to extend and addition of services during the life of the contract. The Suggest Maximum Price for the three year contract duration which will apply as an affordability envelope for the purposes of bidding is set out below. Any bids received in excess of such affordability envelopes will be rejected as non-compliant. Price evaluation will be conducted on the Commercial Offer for the first three years of the contract.Year 1 - 3 = PS7,361,429 The Contracting Authority may wish to expand services during the lifetime of the contract potentially resulting in a significantly wider network of integrated services being delivered than set out in the Services Specification at the time of contract award. Such modifications will be contemplated where such services are similar/complementary to the services already included in the IAPT Services Specification at any given time. Such expansion would be by the addition of services provided and/or commissioned by NHS Basildon and Brentwood Clinical Commissioning Group. NHS Basildon and Brentwood Clinical Commissioning Group may also add grant funding to the IAPT contract where such grants are awarded to the contracting authority and relate to the services and outcomes required under the Services Specification. The IAPT Contract may therefore have a contract value of up to PS14,850,000 over the five years depending on the further addition and integration of services. The Contracting Authority do not guarantee or grant any exclusivity in relation to any such services during the life of the contract. Award criteria: The contract will be awarded on the basis of a 30:70 price: quality weighting using the published evaluation criteria in the procurement documents. Minimum score thresholds will also be used to ensure that only bids which meet minimum quality standards will be considered. The Services to which this Procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 (the 'Regulations'). As such, the procurement of the Services is being run as a bespoke, single stage process akin to the Open procedure, involving a number of evaluation stages which are outlined within the suite of procurement documents. The Contracting Authority does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 Services. The withdrawal at any time during the procurement process of: (i) the Contracting Authority from this procurement and/or (ii) any of the services included within the IAPT Specification at the date of publication of the contract notice shall not result in an automatic cancellation of the procurement process.
