Notice Description

NHS South Worcestershire Primary Care wish to publish their intent with regards to the following service - GP Access to Funds re-procurement. Primary Care wish to continue to develop the current service. The purpose of this PIN is to make the market aware of the CCGs intent. Should providers wish to lodge interest the CCG is issuing an OJEU PIN notice coincidentally with this notice. Interested providers are guided to complete and submit a Pre-Qualification Questionnaire (PQQ), to be completed and submitted via MLCSU eProcurement portal by the stated deadline. Since April 2015 Stay Well Healthcare has provided additional out of hours appointments to patients in South Worcestershire via the GP Access Fund framework (previously Prime Minister's challenge fund). This APMS contract was awarded following a successful Nationally agreed application process. The funding has been extended for a further year up to 31 March 2018 to the sum of approximately PS1,810,000 pa in line with meeting the National specified core criteria - summarised below: * Provide weekday provision of access to pre-bookable and same day appointments to general practice services in evenings (after 6:30pm) - an additional 1.5 hours a day. * Provide weekend provision of access to pre-bookable and same day appointments on both Saturdays and Sundays to meet local population needs. * Provide robust evidence, based on utilisation rates, for the proposed disposition of services throughout the week; appointments can be provided working at scale. * Provide a minimum additional 30 minutes consultation capacity per 1000 population, rising to 45 minutes per 1000 population. * Ensure usage of a nationally commissioned tool to automatically measure appointment activity * Ensure services are advertised to patients. * Ensure ease of access for patients including: practice receptionists able to direct patients and offer appointments to extended hours services on the same basis as appointments to non-extended hours services, and offering patients a choice of evening or weekend appointments on an equal footing to core hours appointments. * Use of digital approaches to support new models of care in general practice. * Inequalities in patients' experience of access are identified by local evidence and actions to resolve put in place. The current service is provided via a Clinical Contact Centre and Hub model with participating practices. We would anticipate this model to continue and expand with any potential provider, to include all residents of South Worcestershire as per the National requirements in 2017/18. The model must be flexible, dynamic in delivery, offer value for money and integration with other services. We would wish to also see use of innovative digital approaches. There is a requirement for direct access to patient booking and patient records via a tier 3 data sharing agreement utilising EMIS-web, including the provider being able to offer secure N3 connections.
