Summary of the contracting process

The Tendring District Council is currently undergoing an open procurement process for the "Stray Dog Kennelling Contract," which falls under the services category, specifically dog kennel services (CPV Code: 98380000). The tender was published on 23rd June 2021, with submissions due by 19th July 2021. The contract is set to commence on 2nd August 2021 and will run for a duration of three years until 1st August 2024. The location for service delivery is in the East of England, United Kingdom, and the total contract value is £31,000.

This tender presents a significant opportunity for businesses involved in animal care and kennel services, particularly those with capabilities to accommodate dogs for extended periods. With two tender options available—one for kennel owners and another potentially placing rehoming responsibilities on the local authority—there are varied possibilities for interested parties. Small and medium-sized enterprises (SMEs) and voluntary community social enterprises (VCSEs) are encouraged to participate, potentially improving service offerings for stray dogs while enhancing their own business operations in the process.

Notice Title

Stray Dog Kennelling Contract

Notice Description

It has been decided two specifications will be considered for the impending dog kennel contract which is currently out for tender. Previously the kennel owners have taken ownership and are responsible for any dogs left in their care after 7 days. Although we have still presented this option we have also decided to present a second option which places full responsibility on the local authority to rehome the dog after the initial 7 day period expires. It may be necessary to extend the stay beyond 7 days if an owner is not found but the local authority will meet all additional kennelling costs. Please refer to the specification for a detailed breakdown of option 1 and option 2. We feel this will encourage kennel owners who may have the facilities available but not the capacity to home dogs for a prolonged period to bid for the contract. As clearly stated in both option 1 and option 2 the contract would be awarded based upon a strict scoring system basis, taking into account the service provided and a dog per day price. Please note you may submit a tender for either option 1, option 2 or a tender for both options if wish to do so. All tenders will be scored and considered on their individual merits. We strive to ensure the best service, facilities and care is provided to all dogs taken into our care. If you would like to be considered for this contract please use the link below where all documents are included that will enable you to offer a submission. Please follow instructions in specification which includes details of how to ask any clarification questions along with deadlines for questions and also quotations including how and where to return your quotation. These instructions must be followed.
