To help develop social protection systems that can be sustainably funded, and can combine policy and programmes in a coherent way to help meet the Global Goals, and contribute to Leaving No-one Behind. It will benefit the poor and vulnerable who are not well covered by social protection in lower income contexts. The programme will play its part in a growing international collaboration to develop systems according to national priorities, help to fill gaps in capacity strengthening, tax and value for money, amongst other areas.
