Notice Description

As part of the cross-HM Government response to tackling UK-facing serious and organised crime threats, Border Force International (BFI) maintains an overseas network of approximately 40 liaison officials in over 20 countries of threat origin, nexus and/or transhipment. The Network delivers transactional intelligence-based relationships with border authority counterparts to support the disruption of criminal value chains through upstream interdictions and strengthening of the UK Border. Capacity building programmes (equipment, training, mentoring) are used by BFI to support the development of operational relationships and enhance the ability of interlocutors to target UK-facing threats in the following areas: * Counter the smuggling of illicit commodities, including financial flows. * Tackling immigration crime, modern slavery and human trafficking and child sexual abuse and exploitation. The British High Commission (BHC) is the UK Government's representative responsible for British Government (located in Abuja) bilateral relationships with Nigeria. BHC would like to establish contact with suppliers who already have the capability and capacity to carry out building projects in Nigeria. This would/could include the provider offering guidance on preferred design practices relating to the building works and services, and the approach to environmental design. Any potential contractor/supplier would be expected to design, build, install, furnish, and commission a one-off Maritime Patrol Headquarters for the National Drug Law Enforcement Agency in Lagos, Nigeria. The facility will be located on a plot of land near the EKO hotel in Lagos Nigeria - it will have to be off grid, be a temporary structure which can be moved if necessary and meet the design needs and requirements of the client. In addition, the contractor/supplier will have to survey and prepare a plot of land, measuring 25m x 30m, in preparation for the installation of the buildings and associated infrastructure. These will include four Portakabin style buildings, each 9m x 3m, and one 12m x 2.3m converted steel container. Border Force International (Home Office), on behalf of BHC, seeks responses from qualified contractors/suppliers who can offer the specialized services required in-house. The services provided will be exempt from VAT and excise duty under the terms of the BHCs host country agreements with the Government of Nigeria. It is important to note that this Request For Information (RFI) is not a call for competition and as such potential providers will need to express their interest in this potential activity by emailing: BorderForceProcurementTeam@homeoffice.gov.uk.
