Provision of Building Cleaning Services at Portsmouth International Port - 2017
Notice Description
Portsmouth City Council (the 'Council') is inviting expressions of interest from suitably qualified cleaning contractors for the delivery of building cleaning services at Portsmouth International Port (the 'Port') and specifically in respect of the following facilities: o Terminal Building - 2,845 sq mtrs, reactive and scheduled cleaning throughout the day and evening. o Port Offices - 561.3 sq mtrs, scheduled cleaning o Freight Gates - 54.76 sq mtrs, scheduled cleaning o Port Operations Building - 74.57 sq mtrs, scheduled cleaning o Statutory Bodies Building - 151.04 sq mtrs, scheduled cleaning o Various External Buildings - 171.45 sq mtrs, scheduled cleaning o Pilots Office, Camber Quay, Old Portsmouth - 33.15 sq mtrs, scheduled cleaning Interested parties must have proven experience of both supplying services on a term basis in high footfall, high profile environments and in providing reactive intensive services in response to short notice emergency situations. Interested parties must also be able to demonstrate possession of the following key attributes: o A commitment to driving improvements and efficiencies on a whole life cost basis for the duration of the contract, whilst maintaining high standards of delivery o A flexible, innovative approach to managing significant short and long term changes and responding to budgetary pressures through the life of the contract o A commitment to open partnership working o A commitment to investing in staff on an ongoing basis o A focus on health & safety The contract will commence on 1 October 2017 and will run for an initial base term of 5 years extendable in increments to be agreed to a maximum total term of 10 years. The Council will also consider variant bids based upon a longer base term where significant investment in plant & equipment can be demonstrated. The estimated value of the contract is approx. ?230k per annum. The Council is keen to encourage innovation and will allow variant options against its base reference specification in respect of work methods, schedules, equipment, materials, etc. The Council is also interested in entering into a mutually incentivised arrangement with the successful contractor whereby both parties are able to gain from improvements made over the term of the contract. The procurement process will be run in line with the following programme: o Clarification deadline - Thursday 16 March 2017 o Closing date for submission of completed Supplier Status Questionnaire - Monday 27 March 2017 o Issue tender documentation - Monday 10 April 2017 o Contractor tour of the Port - Wednesday 19th April 2017 from 14:00 o Clarification deadline - Thursday 4 May 2017 o Tender Return Deadline - Wednesday 17 May 2017 o Contractor interviews - Tuesday 20 June 2017 to Monday 26 June 2017 o Start of standstill period - Thursday 13 July 2017 o Award contract - Monday 24 ...
