Summary of the contracting process

The Department for Energy Security and Net Zero (DESNZ) procured services to support the Warm Homes: Local Grant and Warm Homes: Social Housing Fund energy-efficiency schemes. The delivery partner is responsible for project performance and management, changing grant-recipient arrangements, supporting payments to grant recipients, managing fraud, error and compliance, and providing data reporting and visualisation through a customer relationship management system. This is a public-sector grant administration and programme-support service, classified under general public services (CPV 75110000). Delivery covers the United Kingdom and a wide range of other locations, including the Channel Islands, Isle of Man, British Overseas Territories, Europe and the rest of the world. The buyer is DESNZ, based in London.

This procurement has been completed and awarded following a selective call-off from a dynamic purchasing system for fund administration and disbursement services. Two compliant bids were received. PwC was awarded the contract on 24 August 2026, with an awarded value of £45,455,647.18 including VAT treatment as recorded in the award. The contract runs from 24 August 2026 to 31 August 2029. The wider stated contract value, including extension options, is £60,910,567, on a 3+1+1 structure. The estimated minimum procurement value was £45,455,647. The tender submission deadline was 28 November 2025. The requirement was evaluated through the competitive DPS call-off process; the procurement was categorised as a services contract and was not identified as suitable for SMEs or voluntary, community and social enterprises.

This award shows demand for a substantial, complex public-sector energy-efficiency grant administration operation managed by DESNZ. A credible future supplier would need strong programme and project management, robust grant payment support, and the ability to control changes affecting grant recipients. It would also need mature fraud prevention, error detection and compliance systems, together with reliable reporting and visualisation using a CRM or comparable data platform. The requirement favours organisations able to manage sensitive financial disbursements, maintain accurate recipient and transaction records, and produce clear management information for a national programme. PwC’s selection indicates that a large-scale professional-services or specialist programme-delivery provider, with integrated operational, financial-control, compliance and data capabilities, would be well placed to compete when this type of requirement next returns to market.
