EARLY ENGAGEMENT / MARKET INSIGHT The purpose of this notice is to inform suppliers that the Home Office is seeking to improve its understanding of the protective security sector and welcomes industry input into a market survey (survey link: www.smartsurvey.co.uk/s/PALS_Market_Survey_2021/) on suitable solutions for use by owners and operators of Publicly Accessible Locations (PALs). UK Home Office is seeking input to a market survey on suitable solutions for use by owners and operators of Publicly Accessible Locations (PALs). A Publicly Accessible Location is any place in which the public or any section of the public has access, on payment or otherwise, as of right or by virtue of express or implied permission. PALs include a wide variety of everyday locations that may be publicly or privately owned and can also include temporary events. With potential new legislation around protective security requirements (Protect Duty) in the pipeline; the data from the survey will inform Home Office understanding of how well key sections of the PALs market are catered for and inform future initiatives relating to innovation and procurement. The survey focus on products which are aimed at detecting, deterring and mitigating security threats to PALs and are currently available as commercial-off-the shelf or will be available within the next two years only. * Deter: A product that delivers, supports or enables the perception and/or assessment of a hostile that reconnaissance or an attack itself will fail, or that the likelihood of detection/attack failure is unacceptably high. * Detect: The ability to identify suspicious behaviour, threat items (weapons/explosives), suspicious items (e.g. unattended bag), an attack taking place. * Mitigate: Products that reduce the effect of an attack (firearms/bladed weapons/explosives etc), including through delaying the progress of a hostile in their attack. By participating in the survey, you will have the opportunity to directly inform and support Home Office thinking and influence the development of the protective security market.
