Summary of the contracting process

Medway Council is inviting tenders for the "Street Scene Enforcement Service" as part of an open procurement process aimed at enhancing local environmental conditions in the South East region of the United Kingdom. The tender aims to address issues such as littering and dog fouling through effective enforcement actions, including the issuance of Fixed Penalty Notices. The tender period will conclude on 28 June 2019, with the contract commencing on 1 September 2019 and extending until 31 August 2024. This contracting opportunity is classified under 'Other community, social and personal services' and is particularly relevant for businesses operating in the services sector.

This tender presents a substantial opportunity for businesses focused on environmental enforcement, waste management, or community services. The successful contractor will play a vital role in executing high-profile patrols and engaging in promotional campaigns, making it an ideal fit for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs). The engagement is structured in a manner that allows for no cost to the council, while providing a share of issuance fees to the contractor, making it financially attractive for bidders capable of fulfilling the rigorous demands of the service.

Notice Title

Street Scene Enforcement Service

Notice Description

Medway Council requires a suitably experienced and qualified Contractor to provide supplementary enforcement services to tackle environmental issues such as littering, dog fouling and the enforcement of Dog Control Orders (now PSPOs) with respect to dogs on leads. The aim of the service will be to reduce litter and dog fouling within the borough by demonstrating that irresponsible behaviour will be tackled by way of enforcement action, mainly by issuing Fixed Penalty Notices (FPN's) to offenders. Robust enforcement combined with effective promotional campaigns will 'nudge' people into doing the right thing, and create a place to be proud of. The successful Contractor will provide sufficient officers to undertake high profile foot patrols enforcing against environmental offences. Officers will also be expected to take part in media and promotional campaigns. The service will be at nil cost to Medway who will also be the recipient of a percentage of the ticket value. The tender documentation can be obtained from the Kent Business Portal.
