Notice Description

NHS NEW Devon CCG is looking for expressions of interest from suppliers of Urgent Care Services to engage in a market engagement exercise. As part of this exercise the CCG is hosting a Provider Engagement Event on 21 June 2018 at Cullompton Community Centre, Cullompton, EX15 1JX. The CCG is reviewing the model of Community Urgent Care services in response to NHS England guidance issued in 2017. This guidance sets out the requirement for a consistent model of Urgent Treatment Centres (UTC), though recognising that rural and sparsely populated areas may require an alternative approach, and an alternative community/primary care service, which may be a GP access hub. Based on this, the event will aim to answer the following question: "What principles and criteria should we use to identify the model for Community Urgent Care in Northern and Eastern Devon, in light of the clear parameters set by the latest UTC guidance." The outputs of this event, plus other engagement activities the CCG will be undertaking, will contribute to the future design of the model of Community Urgent Care services in Northern and Eastern Devon. New contracts are due to be in place on 01 April 2019. Commissioners envisage that the contract term will be 5 years. This is subject to change through the market engagement process and will only be finalised when any contract notice is issued. For reasons of commercial confidentiality the cost profile of individual services cannot be discussed in the meeting and the criteria sought are objective measures of service delivery for the population rather than a subjective review of one site in relation to another. With the shape of future services still to be determined, it is not possible to give an estimated financial value at this stage. The closing date for requests to attend the Provider Engagement Event is 12:00 midday on 08.06.2018. Additional information: This notice is an information gathering exercise rather than a call for competition in its own right, and therefore publication or response does not commit NHS Northern, Eastern and Western Devon CCG or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest. NHS Northern, Eastern and Western Devon CCG will not be liable for costs incurred by any interested party in participating in this exercise. Interested providers will be able to view this engagement notice via the 'current tenders' list on in-tend. https://in-tendhost.co.uk/scwcsu/aspx/Home On registration, please include at least two contacts to allow for access to the portal in times of absence. The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77). The tendering process will be conducted in accordance with the requirements and flexibilities provided by Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations. The Authority will run a transparent tender process, treating all Bidders equally. For the avoidance of doubt, the Authority will not be bound by the Regulations or the Treaty on the Functioning of the European Union or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services. Neither the inclusion of a Bidder selection stage, nor the use of any language or terms found in the Directive or Regulations, nor the description of the procedure voluntarily adopted by the Authority ("Open", "Restricted", "Competitive Procedure with Negotiation", "Competitive Dialogue" or any other description), nor any other indication, shall be taken to mean that the Authority intends to hold itself bound by the Directive or Regulations, save by the provisions applicable to services coming within the scope of Annex XIV of the Directive / Schedule 3 of the Regulations. The Contracting Authority intends to voluntarily observe the award decision notices provisions and 10 day standstill period described in Regulation 86 of the Regulations. Unsuccessful Bidders will receive scores and reasons for the decision, including the characteristics and relative advantages of the winning bid and the reasons why the Bidder/application was unsuccessful. Deadline for lodging of appeals should be in accordance with Regulation 87 and Regulation 91 of the Regulations.
