Summary of the contracting process

Transport for London (TfL) is currently in the planning stage of a tender process for "Speed Awareness Training Courses" aimed at enhancing road safety and traffic management in London. The market engagement for this initiative commenced on 10th May 2021, with an engagement end date set for 22nd May 2021. The overall contract value is estimated at £20 million, and interested suppliers must express their interest and attend a supplier engagement event scheduled for 26th May 2021. Prospective bidders should be aware that the operational region for these services is London, United Kingdom, and the industry category falls under education and training services (CPV: 80000000).

This tender presents significant opportunities for businesses involved in education and training, particularly those specialised in driver instruction and safety courses. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to participate. Companies that can provide high-quality training materials, skilled instructors, and a proven track record in similar services would be particularly well-positioned to compete for this contract. Engaging in this procurement process could enable businesses to expand their operations and contribute to critical road safety initiatives within London's community.

Speed Awareness Training Courses

Notice Description

Transport for London (TfL) is undertaking an Early Market Engagement exercise to gauge interest in the marketplace for suppliers to participate in a tender for Speed Awareness Training Courses. TfL, working in partnership with the Metropolitan Police Service, is responsible for Safety Camera Enforcement in London, which includes the management of red light and speed camera operation. The camera network contributes significantly to the Mayor's targets for casualty reduction and the objective to reduce the number of people being killed or seriously injured on London's roads. The camera network also contributes significantly to traffic management, keeping traffic moving in a safe, efficient manner. It is well documented that speed or inappropriate speed contributes to a significant percentage of all collisions and a higher percentage of more serious collisions. The National Driver Offender Retraining Scheme (NDORS) has been developed to offer drivers who would benefit from improving their driving attitudes and skills following a police intervention. Eligible drivers are offered the opportunity to attend a course as a voluntary alternative to their offence being dealt with through the Criminal Justice System. NDORS has been established by the police service in collaboration with the National Association of Driver Intervention Providers (NADIP). The police service has formed the Road Safety Trust (RST), a charity, to provide the business support to the scheme through UK Road Offender Education (UKROEd). All NDORS courses and associated material are registered with the Intellectual Property Office and protected in law, to ensure the quality is at a sustainable high standard and courses are consistent allowing the offender to attend anywhere in the UK and receive the same education. Course providers and individual instructors and trainers must operate under a licence issued by UKROEd. TfL will be holding a virtual Supplier Engagement Event on Wednesday 26th May 2021. If you are interested in attending, please express your interest via ProContract using the link here (https://procontract.due-north.com/Procurer/Advert/AdvertSummary?projectId=a6db34f3-90a6-eb11-810c-005056b64545&projectStepId=03be22da-92a6-eb11-810c-005056b64545) stating your organisation name and who would like to attend from your organisation by 5pm Friday 21st May 2021. In following the above link you will also find a Market Sounding Questionnaire (MSQ) and the specification issued with the previous procurement in 2016. Please follow the instructions and read the terms and conditions of the Early Market Engagement included in the ProContract Project Space before responding,
