Summary of the contracting process

The procurement process is conducted by the Department for International Development (DFID) under the title "DFID 7906 Strengthening Research and Knowledge Systems Evaluation Call Down Contract." This contract falls within the category of foreign economic-aid-related services and is located in the United Kingdom. Currently, the process is at the Award stage, with the contract having been awarded on 30 August 2017. The total contract value is £298,322, and it is anticipated to commence on 31 August 2017, lasting until 31 May 2018. Interested parties were provided with a tender period that ended on 27 March 2017 and the procurement method is classified as selective, involving a call-off from an existing framework agreement.

This tender presents significant opportunities for businesses engaged in evaluation services, particularly those with expertise in foreign aid programmes and international development. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) would be well-suited to compete, particularly those that can demonstrate capabilities in conducting assessments with depth and efficiency. With a focus on outcome and impact evaluations, businesses that can offer innovative approaches and case study methodologies may find advantageous positions in this procurement process.

Notice Title

DFID 7906 Strenghtening Research and Knowledge Systems Evaluation Call Down Contract

Notice Description

This evaluation is to focus solely on the programme Strengthening Research and Knowledge Systems from its start date (April 2013) up until the evaluation. It is expected to encompass both intended outputs and outcomes and also to investigate unintended consequences, both positive and negative. It is being commissioned under GEFA Lot 2 since we are interested in contribution to development outcomes and impacts within its context. The evaluation is expected to cover the SRKS programme as a whole, across all supported countries. However, we recognise that detailed assessments will need to be more selective and the need to concentrate evaluation resources (in order to secure depth of understanding and, also, to ensure the evaluation represents value for money). We suggest an approach based on country case studies.
