Summary of the contracting process

NHS England is currently conducting a tender for two Patient and Public Voice (PPV) contracts, aimed at enhancing the involvement of patients and service users in healthcare commissioning within the health and justice sectors across London. The tender, titled "Patient and Public Voice (PPV) in Health & Justice Commissioning," is classified under the Other community, social and personal services category. The tender period closes on 23 October 2020, and the successful contracts will commence on 1 January 2021 and run until 31 December 2023. Proposed budgets for this procurement are approximately £600,000, and the procurement method employed is the Light Touch Regime, suitable for below-threshold contracts.

This tender presents a significant opportunity for businesses that specialise in social care, public engagement, and health-related services, particularly those qualified as SMEs or VCSEs. By bidding for the PPV contracts, organisations can directly contribute to improving healthcare services in secure settings and community contexts, while also establishing partnerships with NHS England to help shape future service improvements. Companies with experience in stakeholder engagement and those that can demonstrate effective community collaboration would be particularly well-positioned to compete for this contract.

Notice Title

Patient and Public Voice (PPV) in Health & Justice Commissioning

Notice Description

NHS England and NHS Improvement are inviting tenderers to bid for two Patient and Public Voice (PPV) Contracts. The successful tenderer(s) will ensure PPV runs through all NHSE/I Health and Justice (H&J) Adult & CYP Services across the London footprint. With the introduction of the Health and Social Care Act (2012) all healthcare commissioning for those in secure accommodation, transferred to NHS England & Improvement (NHSE/I). The NHSE/I Health and Justice team (London) holds the responsibility for commissioning healthcare services in all London prisons, young offender institutions, criminal justice liaison and diversion services; police custody suites; immigration removal centres, sexual assault and referral centres etc. Therefore as part of its legal duty and the Department of Health's policy to "Treat patients and service users with respect, dignity and compassion", patient and public voice (PPV) sits right at the heart of NHSE/I's statutory responsibilities. As part of the National and the Health & Justice teams agenda for the continued development of PPV across NHSE/I's corporate and operational services, we are keen for our patients and service users to remain key stakeholders and to work collaboratively with us to improve existing services and to help shape future services. To achieve excellence in all health and justice service outcomes, we use baseline mapping of current delivery and examples of good practice to inform our work programme and to build appropriate service models for London and promote on-going service improvements to ensure equity of access to services in secure settings and in key community settings, therefore, the PPV Providers that are awarded these contracts will support the H&J team achieve these goals.
