Summary of the contracting process

Westmorland and Furness Council procured construction works for the Riverside Corridor in Kendal, covering a dedicated and segregated cycle scheme from A65 Stramongate to Nether Bridge, including the Riverside footpath. The scheme includes segregated cycleways, improved crossings and junction improvements for cyclists and pedestrians. It is intended to create cohesive, connected infrastructure to current standards and encourage walking, cycling and wheeling, while supporting wider improvements in Kendal and addressing poor mental and physical health and deprivation. The work is classified as footpath construction (CPV 45233161) and falls within the works category. Delivery is in Kendal, in the North West of England. The council is both the buyer and the organisation responsible for procuring the scheme.

This procurement is complete and was awarded through a call-off from a framework rather than a standalone open tender. The tender deadline was 19 September 2025 at 12:00. The contract was awarded to Metcalfe Plant Hire Ltd on 7 November 2025 for £227,293.40 including the published currency, GBP. The awarded contract period runs from 13 August 2026 to 4 March 2027. The underlying tender described a shorter anticipated delivery period from 27 October to 5 November 2025, but the awarded contract records the operative period above. The opportunity was identified as suitable for small and medium-sized enterprises. No lots or separate award packages are recorded, and the procurement information does not set out a separate scored evaluation basis.

For a supplier assessing future work with Westmorland and Furness Council, this award demonstrates demand for small to medium-sized construction contractors able to deliver active-travel infrastructure in an urban setting. Relevant capability would include constructing segregated cycleways and footpaths, improving pedestrian and cycle crossings, and carrying out junction works safely alongside existing highway users. A credible competitor would need practical experience delivering connected transport infrastructure to current design standards, coordinating several linked elements of a corridor scheme, and managing works that serve both cyclists and pedestrians. The framework call-off route is also commercially important: suppliers seeking similar council work would need access to an appropriate framework and the ability to respond to its call-off requirements. Local knowledge of Kendal and the wider area could support efficient delivery.
