Summary of the contracting process

The Environment Agency is seeking laboratory services for the analysis of per- and polyfluoroalkyl substances (PFAS) in consumer products, specifically Textiles, Upholstery, Leather Apparel, and Carpets (TULAC). This procurement is at the tender stage and the tender window ends on 29 November 2024. The laboratory testing will begin on 16 December 2024 and conclude by 24 February 2025. This project falls under the industry category of laboratory services, and it involves delivery across various regions including British Overseas Territories, Channel Islands, Europe, Isle of Man, United Kingdom, and the rest of the world. The procurement method is an open procedure, available for below-threshold bids.

This tender offers significant opportunities for laboratories skilled in PFAS analysis to expand their service offerings and gain a foothold in an important regulatory project. Suitable candidates would include small and medium-sized enterprises (SMEs), focusing on chemical analysis and laboratory services. Participating in this tender can provide extensive exposure and potential long-term collaborations with the Environment Agency, facilitating growth and recognition in the field of advanced substance testing.

Notice Title

Use of per- and polyfluoroalkyl substances (PFAS) in consumer uses of TULAC

Notice Description

Supply of Use of per- and polyfluoroalkyl substances (PFAS) in consumer uses of Textiles, Upholstery, Leather Apparel and Carpets (TULAC) Following the publication of the UK REACH (Registration, Evaluation, Authorisation and restriction of Chemicals) Regulatory Management Options Analysis (RMOA) for per- and polyfluoroalkyl substances (PFAS) (HSE, 2023), we are considering whether to propose restrictions on the use of certain PFAS-containing products. To help guide this decision, it would be useful to have more knowledge about PFAS exposure specific to GB. Among the consumer product categories in GB, Textiles, Upholstery, Leather, Apparel, and Carpets (TULAC) has one of the highest estimated potential emissions as well as the possibility of direct human exposure. We are looking for a laboratory to analyse approximately 50 TULAC samples for PFAS concentrations using an appropriate method. Due to uncertainty over the range of PFAS that may be present, a total PFAS analysis such as the Total Oxidisable Precursor (TOP) assay or Total Hydrolysable Precursor (THP) assay should be used with characterisation of the extract. We will also consider alternative PFAS extraction / analysis methods that the laboratory considers suitable or beneficial for the matrices being tested. We anticipate that TULAC samples would be sent to the laboratory in December 2024, with analysis to be complete by the end of February 2025. The objective is to generate information on PFAS concentrations in a variety of pertinent product categories available on the GB market, particularly those that haven't been thoroughly examined before. The procurement documents are available for unrestricted and full direct access, free of charge, at https://defra-family.force.com/s/Welcome Any questions, requests to participate or tender submissions must be submitted electronically via this portal.
