Summary of the contracting process

Peterborough City Council is currently in the planning stage for a soft market test titled "Operation of a Care Suite." This initiative falls within the social work services sector, specifically aimed at addressing the long-term care needs of older people. The engagement end date for interested parties is set for 14th August 2019, with the goal of having a care suite operational by September 2021. The location for service delivery is within the East of England, and the council is exploring innovative solutions to meet the increasing demand for care services.

This tender presents significant opportunities for businesses in the social care sector, particularly those specialising in domiciliary care, residential care, and extra care services. Suitable candidates may include small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) that have experience in care provision. Providers interested in transforming existing residential or nursing services into a care suite model are encouraged to engage, as the council seeks to gather insights from the market to ensure a successful implementation of this innovative care model.

Notice Title

Soft Market Test : Operation of a Care Suite

Notice Description

Soft Market Test for the Operation of a Care Suite Currently the Council purchases traditional services for Older People to meet their long term care needs such as Domiciliary Care, Residential Care and Extra Care. These services have served the needs of people well for a number of years, but with the demand on services increasing every year and the resources available being squeezed, Local Authorities need to think more creatively when designing services in order to be able to meet the demand for services in the future. A Care Suite has a number of different forms and funding models but essentially it is a buildings based service rather like a supported living model where service users would hold a tenancy and access Housing Benefit which would help towards the total cost of the package. A care suite can also be delivered with dementia care and support nursing care and support. Peterborough City Council (the Council) has been researching a concept called Care Suites for the last few months and is interested to know from the market, the principle factors in making this model of care a success for all involved, families and service users, the Council and Care Providers. The Council is considering such a facility to be in place by September 2021. The council is also interested in Providers who would be interested in considering converting either all or part an existing Residential/Nursing Service to a Care Suite model. Note there would need to be a separation between a tradition residential/nursing care home and a Care Suite model.
