Summary of the contracting process

The Home Office is currently in the planning stage of procuring legal services under the title "COP20-2024 Legal Input into Multi Agency Command Course." This procurement is aimed at acquiring specialists to deliver legal training focused on the European Court of Human Rights (ECHR), Civil Contingencies Act (CCA), Emergency Response and Recovery Legislation (ERR), and related legal aspects of multi-agency emergency incidents. The training will take place primarily at the College's facilities in Coventry, Durham, and London, with potential for other locations. The engagement end date for preliminary market consultation is set for 20th September 2024, and the process involves early market engagement to identify capable suppliers, predominantly small and medium-sized enterprises (SMEs) offering legal advisory and information services.

This tender presents a significant opportunity for legal firms or organisations with substantial expertise in emergency management law to contribute to a vital public service. Businesses adept in legal training, especially those with accredited knowledge or extensive experience in ECHR, CCA, and emergency preparedness, would find this tender particularly suitable. The suppliers will be instrumental in delivering essential knowledge to strategic commanders, enhancing their preparedness for major incidents. SMEs in the legal sector are strongly encouraged to engage with this process, as the College seeks a scalable and knowledgeable resource pool capable of conducting numerous courses annually. This engagement with the Home Office's endeavours not only promises growth in service delivery but also fortifies the legal framework in emergency response scenarios.

Notice Title

COP20-2024 Legal Input into Multi Agency Command Course

Notice Description

The College seeks to recruit a set of organisations to deliver a training input specifically aimed at covering the legal framework for managing multi-agency emergency incidents, focussed on ECHR (European Court of Human Rights), the CCA (Civil Contingencies Act), ERR (Emergency Response and Recovery Legislation), Emergency Preparedness and organisational/individual criminal offences that strategic commanders and organisations may be liable to. The Supplier will need to have demonstrable, in-depth knowledge and experience of the law in relation to major incidents through recognised accreditation or significant experience. Whilst there will be no requirement for the supplier to assess candidates, learning should be delivered through PowerPoint (or similar) supported by face-to-face Q&A with candidates to ensure subject understanding. We anticipate that the College will run between 55 - 65 Courses per annum, with each course requiring ca 2 hours of legal training to be provided by a suitable Supplier. Courses are held predominantly at the College's Facilities in Coventry, Durham, and London (but may with appropriate notice be held elsewhere too). Engaging with this RFI stage is optional but encouraged. We are asking suppliers to send us some basic details to enable the College to understand what skills and capabilities exist in the market.
