Summary of the contracting process

Hazlemere Parish Council is procuring the turnkey refurbishment of Hazlemere Recreation Ground playground in Hazlemere, Buckinghamshire. The work is classified as playground equipment (CPV 37535200) and covers safe dismantling, removal and environmentally responsible disposal of the existing playground and nature trail, together with removal and replacement of the safety surfacing. The contractor must supply and install inclusive play equipment for children aged two to 12, redesign and replace the nature trail using natural materials where suitable, and integrate distinct play zones into the recreation ground. An optional element is the like-for-like or enhanced replacement of the adjacent zip wire for older children, up to age 16. The procurement is for goods, with the successful supplier responsible for complete delivery, including plant, labour, materials, waste disposal and certification.

The procurement has reached tender: Hazlemere Parish Council invited offers through an open procedure. Bids must be emailed by noon on 1 September 2026. Interested suppliers must attend a site visit. The contract is scheduled to run from 30 September 2026 to 30 October 2026. Its core proposed value is £80,000 including plant, labour, materials, waste disposal and post-installation certification. Bidders should provide a baseline design within that budget and may also submit a fully costed add-on proposal explaining what additional investment would deliver. Evaluation will favour value for money, high play value and an integrated, inclusive design. The specification calls for compliant, durable and low-maintenance surfacing meeting BS EN 1176 and BS EN 1177, with the optional zip wire replacement assessed as part of the overall offer.

This opportunity suits playground manufacturers, specialist playground installers and landscape or recreation-ground contractors able to provide a complete design-and-build service. Strong bids will demonstrate experience in dismantling existing play areas, responsible waste disposal, safety surfacing, equipment installation and post-installation certification. Suppliers need to design for children aged two to 12 across physical, sensory, social and imaginative play, while enabling children with physical, neurodivergent and sensory disabilities to play alongside others. Relevant capability includes creating high-density play features such as climbing, balancing, swinging, sliding, tactile and roleplay elements, and integrating natural materials and biodiversity into an outdoor trail or equivalent exploration area. The requirement is suitable for SMEs and voluntary, community or social enterprises, and may suit firms that can offer an optional robust zip wire solution for older children.
