As part of Agency's regulatory obligation, the Maritime and Coastguard Agency (MCA) would like to explore the avenues to issue seafarer's a biometric identity document in alignment with the regulatory mandates stipulated by the International Labour Organization (ILO). The MCA is taking this opportunity to consult the supply market on the process, technology, physical infrastructure, other operational needs around implementing a solution for users. The MCA does not currently have any system that can support the issue of a biometric document to seafarers. The MCA is seeking suppliers' recommendations and guidance on the potential solution. The future system needs to be integrated with SDS, a Microsoft Dynamics CRM, so that all the details about the seafarer is available for the business. This questionnaire is intended to furnish the MCA with the key information it requires to progress internal approvals and plan a fair and open procurement for this requirement, including: - Understand realistic costs - Indicative implementation timeframes - Barriers and risks - Reference architecture The MCA has not yet defined the route to market for any potential subsequent tendering exercise.
