Summary of the contracting process

The Ministry of Housing, Communities and Local Government (MHCLG) is leading a procurement process for the contract titled "MHCLG - Holocaust Memorial and Learning Centre_Legal Support for Planning Application_Contract," aimed at providing legal advisory services for a forthcoming Public Inquiry related to the National Memorial to the Holocaust in Victoria Tower Gardens, Westminster. This contract has a total value of £200,000 and is part of a selective procurement method, specifically a call-off from the CCS General Legal Advice Services framework. The contract period started on 10th February 2020 and will last until 1st December 2020. The tender was concluded on 7th February 2020, with the awarded contract published for transparency on 17th April 2020.

This opportunity is particularly suitable for established legal firms that specialise in public inquiries and planning law, as the project requires a team of experienced professional advisers to assist MHCLG in presenting its case effectively. The need for legal support for such significant public projects can lead to substantial business growth for firms capable of navigating complex legal frameworks and contributing to high-profile national initiatives. Businesses with experience in legal advisory services, particularly those with a focus on public sector engagements, would be well-positioned to compete in similar future tenders.

MHCLG - Holocaust Memorial and Learning Centre_Legal Support for Planning Application_Contract

Notice Description

This contract has already been awarded and is published for transparency purposes. The Government, with cross-party support, is committed to establishing a new National Memorial to the Holocaust, at Victoria Tower Gardens in Westminster. The Memorial will be integrated with an underground Learning Centre which will set the Holocaust within the British narrative, historically, politically and culturally. The Ministry of Housing Communities and Local Government (MHCLG) is leading the project on behalf of the Government. MHCLG, as the Applicant seeking planning consent, is now preparing for a Public Inquiry. As part of those preparations we are looking to engage legal advisers. MHCLG is therefore assembling a team of experienced professional advisers who can work with the departmental project team and ensure that the case for planning consent is presented as effectively as possible. The appointment will be for the duration of the period from appointment until the inquiry. It will extend to any appeal/judicial review thereafter until the conclusion of proceedings. This contract is a call-off via the CCS - General Legal Advice Services framework (ref RM 3786) Lot 1.
