Assessment of the potential to reduce UK F-gas emissions beyond the ambition of the F-gas Regulation and Kigali Amendment
Notice Description
The CCC and carbon budget advice The Committee on Climate Change was set up as part of the Climate Change Act. The Committee is an independent body tasked with providing advice to government on climate change issues, and particularly the setting of carbon budgets for the UK. The CCC's advice on carbon budgets is based on detailed modelling of a range of technologies and behaviours that could be deployed across the economy. Using that modelling, CCC has developed scenarios for deployment of technologies to reduce greenhouse gas emissions to 2020 , 2030 and to 2050 . These are intended to demonstrate possible ways in which carbon budgets and the 2050 target could be met, estimate the economic cost of doing so, and identify barriers to delivery and consider how these could be overcome. F-gas reduction in the CCC's scenarios The CCC's scenarios for meeting the fifth carbon budget set out a 68% cut in F-gas emissions from 2015 to 2030, involving reductions in emissions from refrigeration, air conditioning in buildings and vehicles and aerosols. However, the evidence base in this area is old and likely outdated. This has limited the CCC's capacity to assess whether there is potential for the Government to implement policy that goes beyond the existing F-gas Regulation. In 2015 and 2016, we recommended that the Government investigate opportunities to go beyond the EU regulatory minimums on F-gases.
