A Technical Assistance Facility supporting Economic Reform in Nigeria Additional information: The joining instructions link for the Early Market Engagement is below in Link 1. The UK Foreign, Commonwealth and Development Office (FCDO) is seeking to procure a service provider ("Supplier") to design, manage and deliver a four-year, £4.0 - 4.4 million programme to support Nigeria to achieve economic stability and lay the basis for higher, sustained growth. Programme Objective: The Nigeria Economic Stability and Transformation Programme (NEST) aims to increase the chances that the Nigerian government creates the conditions for higher, sustained growth. This programme will have three main themes: 1. Assisting the government to stabilise the economy, mitigating negative impacts on poor and vulnerable people; 2. Support Nigerian policy making to engender growth and economic transformation including diversification away from oil and gas; and 3. Contributing to UK's global growth, trade and investment objectives. NEST will do this by working primarily with Federal Government institutions responsible for economic strategy, policy, its implementation and communication. It will operate as a demand-led facility, working closely with government clients to identify and shape a portfolio of activities. In addition, the programme will help to ensure Nigeria benefits from the UK's wider economic development offer, such as British Investment Partnerships (BIP) and Centres of Excellence (CoEs). The programme may also partner with Nigerian organisations (think tanks etc) to promote a positive debate on Nigeria's economy. Early Market Engagement (EME): This is a Prior Information Notice (PIN) only for an Early Market Engagement (EME) for information to the market on FCDO's NEST programme. The PIN is not a call for competition or tender at this time, it is an information notice to highlight to the market the intent to have a virtual EME event on Tuesday 8th October 2024, from 2.30pm to 4pm UK and Nigeria Time. At the event, FCDO will present the programme and its proposed outputs as well as facilitate a discussion on the topics outlined in the presentation. Additional information: The key characteristics and skills we are seeking in a Supplier will be discussed during the EME, with details contained in the ToRs. FCDO would welcome the participation of both national and international organisations. FCDO will use the EME to provide key information on the programme's objectives, scope, approach, team, and commercial requirements. FCDO also aims to consult and provide information on practical considerations for implementing a flexible, responsive programme in this context and sector. The forthcoming tender is expected to be published November 2024.
