Summary of the contracting process

The NHS Arden and Greater East Midlands Commissioning Support Unit initiated a tender process titled "CHC Nursing Homes (AQP) (Wolverhampton)" to seek expressions of interest from qualified providers for Nursing Home Placements for patients requiring NHS Continuing Healthcare services. This procurement falls under the health services category and is based in Wolverhampton, West Midlands. The procurement method used is an open procedure, with the tender period having ended on 1st November 2017, and the contract period spanning from 1st April 2018 until 30th June 2019. The service is being commissioned under the Any Qualified Provider model, which requires providers to meet specific accreditation criteria without guaranteeing payment volumes.

This tender presents significant opportunities for business expansion, particularly for health service providers with the capabilities to deliver nursing home placements. Enterprises such as sole providers, consortia, and partnership organisations are encouraged to apply, given the open nature of the procurement process. Businesses that demonstrate competency and comply with NHS standards, including those with experience in mental health and physical disabilities care, will be well-positioned to compete for this contract. Additionally, the dynamic nature of accreditation rounds during the contract term allows new market entrants to participate, increasing the range of opportunities available.

Notice Description

The service is being commissioned using the Any Qualified Provider process. The base tariffs are: EMI PS725/week Mental Health PS700/week Physical Disabilities PS700/week It should be noted that under the Any Qualified Provider model, there are no guarantees of volume or payment in the contracts awarded. Selection of who will provide the service to the patient is made by the patient. This was the Third Window. The qualification period for the AQP accreditation was for the remainder of the initial 3 year period from the 01st February 2018. The CCG may open up additional qualification rounds during the accreditation period. Should there be any geographical areas within the CCG area where further choice of provider is required; the CCG reserves the right to limit the next accreditation round to specific geographical areas only. All potential providers who wished to express an interest in the service were required to complete an accreditation questionnaire. Wolverhampton CCG assessed the responses to the accreditation questionnaire to determine whether a provider is sufficiently qualified to provide the service specified in the Service Specification contained within the Accreditation documentation. All providers who met the required minimum quality criteria, who accepted the NHS Standard Contract Terms and who accepted the Specification and the Tariff for the service set by the Wolverhampton CCG were offered a contract. Applications were accepted from all organisation types including sole provider, consortia, partnership, lead provider etc. In securing services from Providers, the CCGs needs assurance of competence, quality and safety standards, just as it would for services secured under a formal tender process. Any provider would be eligible to join a list of qualified providers subject to demonstrating competency against the Authority's specified criteria. The list was open to new entrants to the market, subject to assessment. The successful provider(s) are required to sign the standard NHS Contract, accepting all terms and conditions.
