Notice Description

The Tavistock and Portman NHS Foundation Trust is a specialist mental health provider delivering out-patient therapeutic mental health services to people of all ages. The Trust plays a key role in the development and education of mental health professionals nationally and trains post-graduates as well as others working in the health, education and wider social care sectors. The vast majority of the Trust's services are delivered from the Trust's headquarters building which is located at The Tavistock Centre, 120 Belsize Lane, NW3 and the adjacent Portman Clinic, 8 Fitzjohn's Avenue, NW3. Both the Tavistock Centre and The Portman Clinic are owned by the Trust (freehold). The Trust is seeking a development partner who can unlock the value of the Trust's existing Belsize Lane Site to fund, design and construct new accommodation at its preferred development site at Jamestown Road, Camden (or such alternative site as prospective partners may wish to support) the Project. The Concession Contracts Regulation 2016 (CCR 2016) applies to this procurement. The Trust will procure the Project using an approach similar to the competitive dialogue procedure, (as described in Regulation 30 of the Public Contracts Regulations 2015 (as amended) which provides the opportunity for a structured and regular approach to procurement. The Trust reserves the right to deviate from the formalities of the Public Contracts Regulations 2015 (as amended) in conducting the competition due to the flexibilities permitted by the Concession CCR 2016.
