Summary of the contracting process

NHS England procured digital definition, DevOps, end-to-end development and data management services for Phase 2 of the Virtual Hospital programme’s Alpha Development. The programme is developing an NHS-owned national digital provider focused on elective care, with remote specialist pathways intended for patients across England. The work supports improved elective-care performance and productivity by matching clinical capacity to demand, enabling flexible use of the existing workforce and applying digital technology to deliver consistent, timely care. The services may also support short-term, time-bound, outcome-based work for related initiatives. This is IT consultancy, software development and support (CPV 72000000), bought by NHS England in Leeds, with the programme’s patient services intended to operate nationally across England.

The procurement is complete and Kainos Software Limited was selected for the contract. NHS England used a selective procedure to award a call-off from a framework agreement. The award was made on 24 September 2026, at a value of £9.9 million. The contract runs from 28 September 2026 to 27 September 2027. The tender deadline was 29 June 2026. The procurement was marked as unsuitable for SMEs and voluntary, community and social enterprises. No award evaluation criteria are set out in the available process details, so the basis on which bids were assessed cannot be described further.

For suppliers considering comparable future work for NHS England, this award demonstrates demand for a combined digital delivery capability in elective care: service definition, DevOps, end-to-end software development and data management. Credible competitors would need to show they can bring these disciplines together to develop and support a national, NHS-owned digital service, as well as deliver defined, short-term outcomes for related initiatives. The programme’s focus on remote patient pathways and better alignment of clinical capacity with demand makes experience delivering digital services for healthcare workflows relevant. The framework call-off route and the stated unsuitability for SMEs indicate that suppliers need to be able to compete through an established framework and resource a substantial, multidisciplinary programme.

Notice Description

Contract for the provision of the following services for the Virtual Hospital (VH) programme Alpha Development Phase 2: Digital Definition, DevOps, End to End Development and Data Management Services. This contract can also be used to support a number of short term/time bound/outcome based statements of work across related initiatives. To address the significant challenge to improve planned (elective) care performance and drive productivity improvements, as outlined in The Elective Reform Plan and The 10 Year Plan, the Virtual Hospital Programme is working to establish a new, NHS owned, national digital elective care provider that focusses solely on delivering elective care virtually. It will offer an expanding range of end-to-end specialist elective care services, as a choice for all patients across England. The digital-first entity will deliver patient care unconstrained by geographical boundaries, offering the ability to better align clinical capacity with patient demand. Patient pathways will be delivered remotely, utilising the existing workforce more effectively through flexible working arrangements whilst taking full advantage of the latest technologies and innovations to deliver standardised and timely patient care.
