Summary of the contracting process

Notice Description

East Sussex Clinical Commissioning Groups are reviewing the way they commission services for those individuals who are eligible for fully funded NHS Continuing Healthcare. The views of current and future Providers are sought to help them to develop services that achieve excellent outcomes for Patients and at the same time deliver innovative, efficient and sustainable services for both Providers and Commissioners. Views are particularly sought relating to quality standards, finances, and performance monitoring. The Commissioners would like to thank all providers that have responded to the Request For Information (RFI) so far. In light of the Christmas period we would like to extend the deadline for responses to midday on Friday 25 January 2019 (Providers that have already replied to the RFI do not need to respond again, but can still request a telephone appointment, see below). In order to assist Providers with understanding and responding to this RFI, the Commissioners are making themselves available for a telephone conversation to take place during the week commencing 14 January 2019. If you wish to take up the offer of a phone conversation to discuss this further you can schedule a telephone conversation with the Commissioners by contacting 01323 466120 (option 1) and ask for a CHC reprocurement telephone appointment. This market engagement is being conducted on behalf of the East Sussex Clinical Commissioning Groups comprising: NHS High Weald Lewes Havens CCG, NHS Eastbourne Hailsham and Seaford CCG, and NHS Hastings and Rother CCG. The three CCGs are considering their approach to commissioning the services and wish to engage with potential providers by means of the attached Request for Information (RFI) document. As CCG commissioners we understand that your views are key to this process and would appreciate if you could respond to a set of questions (please click on the link below). Whilst this process is not the commencement of procurement your responses will help shape the future of the service. The deadline for receipt of your completed RFI return by email to aelliott1@nhs.net is 12:00 midday on 25th January 2019 . The estimated value for the envisaged two year initial contract period is PS50,000,000. This RFI process is designed to help the Commissioner form a view of the best way to commission the service and is not the beginning of a tender exercise. A further tender advertisement will be issued at the appropriate time as/if required. The attached RFI questionnaire and covering letter has been sent directly to existing Providers. Additional information: The Services to which this RFI relates fall within Chapter 3, Section 7, Particular Procurement Regimes to the Public Contracts Regulations 2015 and Part H of the Annex V to the Public Contracts Directive (also known as 'light touch regime' formerly Part B services).
