Treasury Management Consultancy Service

Notice Description

The Police & Crime Commissioner for Cheshire and Cheshire Fire Authority have a requirement for a Treasury Management Consultancy Service. The contract will be for an initial term of 3 years with the option to extend for 2 periods of 12 months. The Service should include but not necessarily be limited to the requirements outlined below. The successful Tenderer will:- * Fully understand the Service required by the Authority; * Provide interest rate forecasts and advise the Authority on the formulation of suitable borrowing and investment strategies utilising the strategic options available to it appropriate to the Authority's financial objectives; * Provide regular updates on economic and political changes which may impact on and require modification to the Authority's borrowing and investment strategies; * Provide forecasts of movements in PWLB which affect the timing of funding with fixed rate debt, conversion of variable rate debt to fixed and the conversion of fixed rate debt to variable; * Advise on debt re-scheduling, funding policy, volatility and maturity profile analysis; * Advise on investment counterparty creditworthiness, including a provision of prudent parameters established in the light of information for one or more of the UK's leading credit rating agencies (currently including Fitch), various other analysts as appropriate and associations. Reports and analysis to be provided monthly or when practicable; * Give advice and assistance to structure an appropriate investment strategy; * Provide one day's onsite training to treasury management staff and two places for client staff per annum at any training seminars run by the contractor; * Provide template documents and advice on: - Treasury Management Strategy Report - Annual Investment Strategy Document - Annual Review Report - Treasury Management Policy Statement - Treasury Management Practices - Adoption of CIPFA Code of Treasury Management * Provide annually a Fair Value portfolio valuation for use in the client's end of year financial statements; Attend (a minimum of) two strategy meetings per year to review the clients financial position having regard to its objectives, strategy, current financial circumstances, assets and liabilities and assist in the development of the client's funding and cash flow models.
