Summary of the contracting process

The Foreign and Commonwealth Office is conducting a procurement process titled "FCO - Hanslope Park Car Park Expansion" for the construction of a new car park at their Hanslope Park site in Milton Keynes. This project falls under the works category, specifically targeting the construction of a car park building, with an estimated budget of £5 million. The procurement is currently in the tender stage, and interested contractors must submit expressions of interest by 22 January 2018. The selected contractors will then receive an Invitation to Tender (ITT) for the subsequent bidding phase.

This tender presents significant opportunities for construction companies, particularly those experienced in similar infrastructure projects. SMEs (Small and Medium-sized Enterprises) are encouraged to participate, as the procurement process has been designed to evaluate multiple contractors, aiming for a shortlist of five. Companies that can demonstrate capability in building construction and efficient project delivery with minimal disruption to operational sites would be well-positioned to compete for this contract.

Notice Title

FCO - Hanslope Park Car Park Expansion

Notice Description

Requirement The Foreign and Commonwealth Office (FCO) is seeking expressions of interest from experienced Contractors, for the provision of a car park at its site in Hanslope Park, Milton Keynes. Introduction and Scope of Works At this stage, Contractors are not submitting a price for the work, but information relating to their company to assess the eligibility as a supplier to be able to deliver the works. For those contractors who satisfactorily complete the Questionnaire, the next stage of the process will be the Invitation to Tender (ITT). The Invitation to Tender will include details of the site and description of the work and will invite a fixed price bid for the works. The ITT stage will test the shortlisted contractors' approach to, but not limited to, programme, methodology, project risks, as well as cost. We envisage a shortlist of 5 contractors to be invited to the ITT stage based on the top 5 scores following SQ evaluation, but we reserve the right to increase and decrease this number if the scores dictate it. The proposed work is a 500 space car park on the FCO's Hanslope Park site to rationalise car parking on site and address a shortfall. The project is for the design and construction of a car park structure on the site of the main car park on the site. Information and guidance is contained in the Information Pack and Expression of Interest document. The Works are to take place on the FCO's site at Hanslope Park, close to Milton Keynes. The site is fully operational and in some areas 24 hours a day, 365 days of the year. The works should cause minimal disruption to users of the site. Additional information: In order to be considered for this project and access the pre-qualification questionnaire (PQQ) and Scope of Works Document it is necessary that you register your company (including any information requested) on the Foreign & Commonwealth Office Procurement Portal, e-Bravo. Failure to do so will mean your company may not receive a tender; No tenders will be issued via open e-mail. Please see the attached 'How to Register' document for further information.
