Notice Description

Please register and apply through the following e-procurement website https://www.lppsourcing.org/ The Hospital Design and Development (HDD) Team will provide a comprehensive management service on behalf of the Trust to lead and co-ordinate all HDD activities for the completion of the Outline Business Case (OBC). The HDD team will ensure that the OBC deliverables of the HDD workstream are completed in line with the programme. The key OBC deliverables are included within the Capital Regime, Investment and Property Business Case Approval Guidance for NHS Trusts and Foundation Trusts (NHS Improvement, 2016). The key requirements of this workstream are categorised as follows: * Complete design brief * RIBA Stage 2 design for the new hospital in line with affordability parameters * Phasing and decant strategy * Disposal strategy and valuations for land being released for sale * Outline planning application for the whole site * Solutions/option for services moving off site Acting as a dedicated team within the Trust's Redevelopment Team, the HDD Team will procure and manage the advisors and technical design expertise required. They will act client side to coordinate the inputs of all external consultants to achieve maximum value for money. This will require technical expertise to oversee the development of the hospital design brief, based on work already produced by the Health and Care Services Strategy workstream, and manage the design team, ensuring that the new Hospital design and wider masterplan supports the vision for the Whipps Cross site. The HDD team will lead the procurement of the following consultants as required by this workstream, preparing service specifications (where required). They will manage each consultant team to ensure they discharge their responsibilities and provide high quality outputs in a timely and co-ordinated manner that serves the Trust's overall interest: * Architect-led design team to include: - M&E/Structural/Civil engineers - Travel and transport consultants - Health planner - Masterplanning architect - CDM-C / Principal Designer - BREEAM & Sustainability advisor - Fire advisor - Equipment advisor - Town planning advisor - IT/digital advisor * Technical surveys including land surveys, asbestos, & infrastructure * Cost consultant (procured as part of OBC Team) * Legal advisors for masterplan/HDD matters * Commercial / valuation property advice * DQI Facilitator * Others as required The HDD Team will support the HDD Director to manage expenditure of these consultants within an established budget. The HDD Team will support the selection of the preferred option as part of the OBC process and be responsible for developing the infrastructure plans for the preferred option to RIBA stage 2.
