Summary of the contracting process

The Norfolk and Norwich University Hospitals NHS Foundation Trust has recently awarded a contract titled "NWUHG - EPR Unified Digital Health Target Operating Model Implementation Service" within the industry category of business and management consultancy services. This contract is a key component of the Norfolk and Waveney University Hospital Group's initiative to implement a unified Digital Target Operating Model. The project aims to enhance digital maturity and improve operational efficiencies across the NNUH, JPUH, and QEHKL. This award marks the award stage of the procurement process, with the contract being valued at £175,000. The project spans from 21 July 2025 to 21 January 2026 and is geographically focused in the East of England, United Kingdom. The procurement was conducted using a selective method, specifically through a call-off from a framework agreement.

This tender presents a substantial opportunity for businesses in the consultancy sector, particularly those specialising in healthcare digital transformation. The awarded contract supports the implementation of an Electronic Patient Record system, contributing to enhanced service delivery and operational integration. Businesses with a strong background in digital health transformations and experience in dealing with healthcare trusts at scale would find this contract aligns with their capabilities and growth strategies. As the procurement was selective and involved a strategic partnership, ventures prioritising precision and innovation in digital consultancy can significantly benefit from such government partnerships, expanding their credentials within the NHS network.

Notice Title

NWUHG - EPR Unified Digital Health Target Operating Model Implementation Service

Notice Description

The Norfolk and Waveney University Hospital Group (NWUHG), comprising NNUH, JPUH, and QEHKL, has agreed on a unified Digital Target Operating Model (TOM) to address fragmented service delivery, low digital maturity, skills shortages, and operational inefficiencies across its three Trusts. The TOM underpins key programmes, notably the Electronic Patient Record (EPR) go-live in March 2026, and supports the long-term strategic goal of delivering consistent, high-quality care across the group. The transformation partner will support and supplement implementation of the Digital TOM, enabling foundational change within 6 months, aligned to the T0 phase of the NWUHG delivery roadmap. This is expected to be delivered over a fixed 6-month period.
