Summary of the contracting process

Chemonics International, Inc. is seeking a supplier to provide solar power systems for the Partnership Fund for a Resilient Ukraine Phase 2 programme. The goods include solar energy equipment, inverters and batteries, for delivery in Ukraine. PFRU-2 is a multi-year, multi-donor-funded programme managed by the UK Foreign, Commonwealth and Development Office; the systems are required for the programme’s project activities. This is a supply opportunity rather than a works or installation contract, based on the stated requirement to supply the systems. The procurement covers one undivided requirement, with no separate lots described.

The buyer invited offers through an open procedure. The tender set a deadline for questions of 9 October 2026 at 18:00 Kyiv time and a proposal deadline of 15 October 2026 at 15:00 Kyiv time. The stated contract period runs from 29 October to 31 December 2026. The estimated procurement value is £1. The notice describes no separate lots or evaluation criteria. Proposals and price schedules must be in Ukrainian or English, submitted by email, with the tender number in the subject line. Tender communication is to be in writing by email. PFRU-2 will pay excluding VAT because the programme is exempt from taxes, fees and VAT in the partner country.

The opportunity may suit small and medium-sized suppliers able to provide solar power systems, including the associated inverters and batteries, for use in Ukraine. It is a goods supply requirement, so relevant experience in sourcing, supplying or integrating solar generation equipment and its core components would be commercially pertinent; the stated scope does not establish an installation or maintenance requirement. Suppliers must provide registration documents compliant with the laws of their country. The proposal also requires completion and submission of the terms-of-reference materials and Annex 1, with signed documents and a completed spreadsheet as directed. The buyer accepts proposal materials in Ukrainian or English, and requires written communications by email. No specific accreditation, technical capacity threshold or prior-experience test is stated in the available procurement details.
