Summary of the contracting process

The Herefordshire Council is initiating a soft market test for an Emergency Duty Team service focused on children's social care. This procurement process is currently in the planning stage, with a key engagement end date set for 23rd October 2020. The procurement pertains to social work and related services within the West Midlands, England. This tender is designated as a tender initiation type and aligns with the Council's need to respond effectively to emergencies concerning vulnerable children and young people, ensuring their welfare outside regular office hours.

This tender presents significant opportunities for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) looking to expand their services in the social care sector. Businesses that specialise in emergency social work and those with experience in providing responsive services for at-risk children would be particularly well-placed to compete. Engaging in this tender could help these organisations establish relationships with local councils and enhance their capacity to deliver vital services to the community.

Notice Title

Soft Market Test for an Emergency Duty Team service for children's social care

Notice Description

The Emergency Duty service operates when social services and other related services are closed. However, it is not a continuation of day services, but will be responsible for matters that cannot safely wait until the next working day. The service responds to all social services emergencies regarding children and young people and carries out statutory duties on behalf of the council that arise outside of normal office hours. The service exists to provide an emergency responsive service for children and young people believed to be at risk of significant harm and from whom delay until the next working day would be detrimental to their welfare and safety.
