Colchester Borough Council (the "Council) is seeking to commission an Agency to plan, implement and evaluate a 'no idling' marketing campaign. The aim of the campaign is behaviour change; the Council wants people to start regularly switching their engines off when they are parked or stationary, particularly outside schools and within Colchester's Air Quality Management Areas. Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
