Supply Chain Notice: Provision of a Virtual Trainer

Notice Description

The purpose of this Prior Information Notice (PIN) is to inform potential suppliers that an upcoming procurement exercise will be conducted by Raytheon UK (RUK) for the Provision of a Virtual Trainer (VT). RUK is planning to issue a full two-stage Tender by 1st June 2023 and intends to hold two Bidder Briefing Events on 9th May 2023 and 10th May 2023 - which will be held online via Microsoft Teams. The first session will be an open event to provide Bidders with an introduction and overview of the procurement and the second session is for one-to-one sessions. Any relevant information shared within one-to-one sessions will be anonymised and shared with other Bidders to ensure a fair and transparent process. Interested parties are requested to express their interest by no later than 5pm, Friday 5th May 2023, to participate in the briefing sessions by emailing: molly.coburn@raytheon.co.uk. Summary of Services: The Virtual Trainer (VT) is to provide an accurate virtual representation of a class of vessel, building upon existing 3D modelling to support on shore training of crew throughout the lifetime of the class. The VT will be used to support the training of boat crews for all future vessels within the class, with provisional variations across each vessel within class. The VT comprises a number of elements, including but not limited to, trainee workstations (supplied by a 3rd party) to allow trainees to conduct specific training in a high-fidelity environment. The VT will capture Training Recordings for each trainee, for subsequent analysis and use by the instructors; recordings will include synchronised audio and visual aspects. Upon completion instructors will be able to brief trainees on the outcome of their training using the playback capability within the instructional environment. An interface between the VT and Learning Management System (LMS) will be required for data transfer and storage. Through this procurement the VT is expected to utilise pre-existing 3D modelling and to make the required enhancements in order to meet the Training Objectives (TOs) as defined in the Training Needs Analysis (TNAs). RUK is undertaking this PIN in order to seek the views and opinions of those capable organisations that may be interested in helping to deliver this solution. Participation in this PIN exercise is not a mandatory requirement for participating in any potential future procurement(s); however, responses received will assist to inform RUK as to the level of interest from the market and will be used to evidence a decision as to whether or not to undertake a competitive procurement. CONFIRMATION OF YOUR EXPRESSION OF INTEREST IS THEREFORE IMPORTANT. RUK reserves the right to modify or cancel this PIN or the procurement exercise at any time, without liability to any potential suppliers or other parties.
