Summary of the contracting process

East Riding of Yorkshire Council is buying sexual and reproductive health services for people across the East Riding. The service is intended to address sexually transmitted infections, unplanned pregnancies and related health inequalities, taking account of the area’s demographic and geographic needs, including deprivation, rurality and barriers to access. It is expected to contribute to outcomes on under-18 conceptions, chlamydia detection among 15–24-year-olds and late diagnosis of HIV, as well as broader improvements in local sexual and reproductive health.

The buyer invited offers through an open procedure. The estimated contract value is £8 million to £8.4 million. The stated contract period runs from 1 April 2027 to 31 March 2034. The tender deadline set by the buyer was 26 October 2026 at 12:00 UTC. The procurement is described as a single service requirement; no separate lots are identified. The published information does not set out an evaluation basis or eligibility requirements.

The requirement is relevant to providers able to deliver sexual and reproductive health services and support population-level public health outcomes, including reducing health inequalities and improving access for groups affected by deprivation or rurality. Suppliers with experience across sexual health prevention and care, sexually transmitted infection control, pregnancy prevention and HIV testing or diagnosis may find the service aligned with their work. The stated suitability assessment marks the opportunity as unsuitable for small and medium-sized enterprises and for voluntary, community and social enterprises, so it is more likely to suit providers able to undertake a broad service contract at scale.

Notice Title

H&C1025 Sexual Health Services

Notice Description

Sexual health needs in the East Riding are shaped by a combination of demographic, geographic, and health inequality factors. Sexual ill health is closely linked with deprivation, rurality, and limited access to services, contributing to avoidable harm and poorer outcomes for specific population groups. In the East Riding sexually transmitted infections, unplanned pregnancies, and associated complications continue to present a significant impact on individuals and the wider health systemThe Service will support delivery against the three nationally mandated Public Health Outcomes Framework (PHOF) indicators relevant to sexual health: * Under 18 conceptions (PHOF 2.04) * Chlamydia detection among 15-24 year olds (PHOF 3.02) * People presenting with HIV at a late stage of infection (PHOF 3.04) In addition to these national indicators, the Service will deliver a range of outcomes that improve sexual and reproductive health for the East Riding population, with a specific focus on reducing inequalities and addressing local patterns of need
