Notice Description

NHS England South (South East) (the commissioner) invites expressions of interest (EOI) from suitably qualified and experienced providers, including third sector and social enterprise organisations, private and NHS organisations, to provide integrated primary healthcare service, mental health and substance misuse services to Sussex Adult prisons (HMP Lewes and HMP Ford). Provision includes an In Patient Unit at HMP Lewes. The aim of the event is to work with potential bidders to understand opportunities and barriers to providing these services across the two establishments and to assist commissioners with shaping their procurement strategy. This is not a call for competition. NHS England will hold a contract with the prime provider, who in turn can directly provide care and/or subcontract care to other specialist providers. The prime provider will also be responsible for ensuring that all healthcare services operating within the prison(s) work in an integrated way, delivering seamless care pathways. The contract is due to commence on 1st April 2020. This service will be commissioned as part of the overall Offender Health pathway within the prisons and as such this model will ensure an integrated, recovery orientated service delivery system both within the prisons and onwards into the community. The service will focus on delivering person-centred care within seamless, integrated structured clinical and psychosocial interventions/services in prison and facilitating arrangements through the gate into the community to ensure effective continuity of care. Close joint working with other healthcare services, as well as other departments within the prison such as Education, Offender Management, and Physical Education, is imperative to the success of the delivery of this service. The service is to be made available to all prisoners within the establishment(s). The provider must meet the unique needs of the establishments and take into account the needs of the population within that establishment. Details of the Market Engagement Event are as follows; Date; Thursday 7th February 2019 Time; 09:30 to 15:30 Venue; Holiday Inn, Crawley ,Gatwick, RH10 4SS NHS England will hold a one to one provider event, to which providers will be formally invited. This event will be held on 12th February, in Horley, Gatwick and will be an opportunity to discuss your completed market engagement questionnaire and the procurement in general, please hold this date in your diary. Please note that there is also a market engagement event being managed on Friday 8th February 2019 for the procurement of Healthcare services to Surrey prisons. These procurements are being managed separately. Additional information: To express an interest, please register on the In-Tend procurement portal and submit a completed Market Engagement Questionnaire by close of business on Tuesday 5th February 2019. Any tendering process will be conducted in accordance with the requirements and flexibilities provided by Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations. The Authority will run a transparent process, treating all Bidders equally. For the avoidance of doubt, the Authority will not be bound by the Regulations or the Treaty on the Functioning of the European Union or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services. Neither the inclusion of a Bidder selection stage, nor the use of any language or terms found in the Directive or Regulations, nor the description of the procedure voluntarily adopted by the Authority ("Open", "Restricted", "Competitive Procedure with Negotiation", "Competitive Dialogue" or any other description), nor any other indication, shall be taken to mean that the Authority intends to hold itself bound by the Directive or Regulations, save by the provisions applicable to services coming within the scope of Annex XIV of the Directive / Schedule 3 of the Regulations.
