Notice Description

1.1 Eden District Council is looking to commission suitably qualified and experienced consultants to produce a strategic Masterplan for land surrounding Penrith, which is the main town in the District. 1.2 The strategic masterplan is to focus upon the kind of place that Eden could become by 2050 and, upon completion; the document will become a long-term aspirational vision for the growth of the town and surrounding area. Whilst it is too late for the masterplan to influence the Eden Local Plan 2014 - 2032, which it is hoped will be adopted c. March 2018, the masterplan will ultimately help to shape and influence how the Council will deliver future economic growth and housing in the local area. 1.3 Critical to the success of the commission will be a genuine ability to engage with a wide range of stakeholders in order to understand the potential for Penrith and to identify any limitations to driving forward an ambitious growth strategy that is likely to rely upon substantial investment in new infrastructure. Beyond this, the appointed consultants will need to be able to translate the vision and evidence base into a series of spatial concept options and, through a process of assessment and further engagement, arriving at a preferred option and implementation strategy for its delivery. 1.4 Further background information is set out under section 3.1.
