Notice Title

Urgent Treatment Centre (UTC) Services - Watford General Hospital

Notice Description

The West Hertfordshire Hospitals NHS Trust (Trust) and NHS Herts Valleys Clinical Commissioning Group (CCG) are inviting expressions of interest from suitably experienced and capable providers, to develop a new Urgent Treatment Centre (UTC) Service to be co-located with the Emergency Department of the Watford General Hospital. This is an immediate opportunity to become a sub-contracted partner to the Trust, to bring primary care clinical capacity with a specialist focus on streaming and managing the urgent conditions normally presenting at the Emergency Department, as well as referrals from 111. The service model being developed between the Trust and the CCG will bring a working partnership involving a clinical workforce part provided by the Trust and part provided by the UTC provider. Current service development plans are for an engagement with interested providers to commence immediately following responses to this invitation, which will assist to inform the finalisation and validation of the service and commercial model. A procurement process is intended to commence this summer 2019 in order to award a contract to the new UTC provider by autumn 2019, enabling full service provision from April 2020, although early part-mobilisation would be advantageous to supplement winter planning capacity. Further details of the UTC service model are outlined within a draft Service Specification and Memorandum of Information (MOI). Your review and feedback of this information is invited. Responses received are likely to generate further direct engagement with interested parties. Additional information: TO EXPRESS YOUR INTEREST and to COMMENCE ENGAGEMENT with the CCG and Trust, you are invited to COMPLETE THE ATTACHED Market Engagement Questionnaire and return this by email to David_Brownlow@nhs.net ASAP The Questionnaire has two parts. Interested providers are asked to return as a minimum Part 1 by 12 noon, Friday 14th June 2019, marking the email subject "Watford General UTC - Market Engagement Response" Part 2 of the Questionnaire can be returned later (see further details within the Questionnaire) Whilst your response is not a pre-requisite of any future procurement opportunity, responses or lack of them will be used by the Trust and CCG as evidence as to what the most appropriate process might be to award a contract, including whether a competitive process should be used.
