Notice Description

In November 2015, Network Rail reorganised itself to put a stronger focus on its already devolved route businesses (referred to as 'routes' in this document), increasing the discretion that route managers have over operational decisions. This has been accompanied by the reorganisation of some central functions, including the creation of a directorate undertaking 'system operator1' functions, one focused on providing support services to routes (pooling certain resources for the company as a whole) and a 'technical authority'. Challenges faced by ORR's Engineering and Asset Management Team ORR Engineering and Asset Management Team is charged with amongst other activities hold Network Rail to account for delivery of its renewals and maintenance plans that deliver an asset sustainable railway. In control period 5 (2014-2019) the ORR Engineering and Asset Management Team has executed this remit of holding Network Rail to account by engaging predominately with Network Rail central technical authority function (Safety Technical and Engineering function) via a series of 4 weekly and quarterly asset centric focused bilateral meeting (one per asset area) and a limited number of deep dive audits undertaken by an Independent Reporter under co-sponsor remit agreed with Network Rail.
