Summary of the contracting process

Westmorland and Furness Council, in collaboration with Cumberland Council and the Lake District National Park, is seeking contractors for the project titled "Supply of permanent nutrient neutrality mitigation in Cumbria via upgrades to septic tanks." This initiative aims to support a Cumbria-wide approach to addressing nutrient neutrality in key catchments, such as River Derwent and Bassenthwaite Lake SAC, River Eden SAC, River Kent SAC, and Esthwaite Water Ramsar. Funded by the Local Nutrient Mitigation Fund (LNMF), the project involves upgrading private septic tanks, with the procurement stage currently at "Tender". The open procedure tender will close on 24th March 2025, and the contract period will run from 25th April 2025 to 24th April 2028. The total value of the procurement is £10.5 million, and the industry category is Plumbing and Sanitary Works (CPV code 45330000).

This tender presents a substantial opportunity for businesses specialising in plumbing and sanitary works, particularly those with experience in environmental impact mitigation. Small and medium enterprises (SMEs) are especially encouraged to participate, given their eligibility criteria for this open procedure tender. Successful bidders will play a crucial role in facilitating new housing developments by providing essential nutrient (phosphorous) credits through upgrades of septic tanks across the specified catchments. The project also includes a nutrient credit trading scheme, which can open further business opportunities for successful contractors in the burgeoning market of environmental compliance and sustainable development.

Notice Title

Supply of permanent nutrient neutrality mitigation in Cumbria via upgrades to septic tanks

Notice Description

Westmorland and Furness Council, together with Cumberland Council and the Lake District National Park, established the Nutrient Neutrality North West partnership to drive a Cumbria-wide approach to addressing nutrient neutrality in the four affected catchments (River Derwent and Bassenthwaite Lake SAC, River Eden SAC, River Kent SAC and Esthwaite Water Ramsar). Two of the main aims are to identify and promote delivery of practical mitigation options in the catchments to unlock new housing developments and establish a process to offer mitigation options through nutrient credit trading. Following the award of a significant grant under the Government's Local Nutrient Mitigation Fund (LNMF), the council is now seeking to procure suitably qualified and experienced contractors to support the delivery of nutrient (phosphorous) credits through a programme of upgrading private septic tanks across the four catchments, which can then be traded through a credit scheme to be launched in the second half of 2025.
