Summary of the contracting process

Greater Manchester Combined Authority, representing Greater Manchester Police, is seeking tenders for the "Maintenance of Firearms Ranges" service. This tender is classified under the category of weapons and ammunition disposal services and falls within the services procurement category. The tender period is open until 24 June 2019, and the contracted services are set to commence on 1 October 2019, lasting until 30 September 2023. The estimated total value of the framework is £2,500,000, with expected regional values between £200,000 and £350,000 for police forces in the North West, including Cheshire, Lancashire, and Merseyside, among others. The open procedure will facilitate direct awards to the successful supplier by police forces as needed.

This tender presents substantial opportunities for businesses involved in cleaning and deleading services, particularly those familiar with compliance to regulations such as the Control of Lead at Work (CLAW) and Hazardous Waste Regulations. Companies capable of delivering high-standard maintenance services, particularly in the police sector and related industries, will find this framework advantageous. Small and medium-sized enterprises (SMEs) are encouraged to participate, as this project specifically invites bids from them, potentially leading to long-term relationships within the law enforcement sector.

Notice Title

Maintenance of Firearms Ranges

Notice Description

Greater Manchester Combined Authority, as the contracting authority for Greater Manchester Police (GMP), seeks to create a framework agreement for delivery of a service to maintain police firearms ranges, including the deleading, annual deep cleans and repair or replacement of materials. The Authority intends to award framework status to a single supplier, and for police forces to be able to direct award a call-off contract to that supplier for delivery of services which meet their own specification. This tender exercise is being conducted on behalf of GMP and forces in the North West Region (as outlined below) but the resulting framework agreement will also be available for other police forces in the UK (as listed at https://www.police.uk/forces/) to access: 1) Cheshire Constabulary 2) Cumbria Constabulary 3) Greater Manchester Police 4) Lancashire Constabulary 5) Merseyside Police 6) North Wales Police The maximum value assigned to this framework is PS2,500,000 though the expected value for the 6 police forces in the North West Region falls between PS200k and PS350k over the 5 year maximum contract term. No volumes or values are guaranteed. The terms of the framework require the successful provider to deliver the cleaning services to the standards defined in the "Handbook of Police Range Safety, Volume 2". The service provider is also to ensure full compliance with current Control of Lead at Work (CLAW) Regulations for all work undertaken within the ranges and the Hazardous Waste (England and Wales) Regulations 2005, regarding all waste disposals from the ranges. The full specification is included as part of the Invitation to Tender, which is available free of charge on the Bluelight portal - https://bluelight.eu-supply.com Bidders are reminded not to communicate with any other persons at GMP or with any other named police force concerning this tender. Clarifications may be sought through the messaging function of the Bluelight portal. Failure to comply with this requirement could result in disqualification from this and other future procurement processes.
