Lancashire Alternative Provider Medical Services (APMS)
Notice Description
NHS England, Lancashire and Greater Manchester (NHSE L&GM) are the accountable authority for the provision of local GP practice services in the Lancashire and Greater Manchester area. Under the co-commissioning arrangements in place from April 2015, Clinical Commissioning Groups (CCGs) have delegated responsibility and together with NHSE L&GM are currently reviewing a number of practices in the Lancashire Area. NHS Chorley and South Ribble CCG is proposing to commission an Alternative Provider Medical Services (APMS) contract which is currently delivered from Buckshaw Village Surgery, Unity Place, Buckshaw Village, Chorley, PR7 7HZ. NHS Blackpool CCG is proposing to commission an APMS contract which is currently delivered from Ashfield Medical Centre, Moor Park Health and Leisure Centre, Bristol Avenue, Bispham, FT2 0JG. NHS Blackpool CCG is proposing to commission an APMS contract which is currently delivered from Gorton Street Practice, Gorton Street, Blackpool, FY1 3HP. NHS Blackburn with Darwen CCG is proposing to commission one APMS contract which is currently delivered via two separate contracts from the following sites: - Bentham Road Health Centre, Bentham Road, Blackburn, BB2 4QD - Waterside Surgery, Infirmary Street, Blackburn, BB2 3SF NHS East Lancashire CCG is proposing to commission an APMS contract which is currently delivered from the following three sites: - Leeds Road Surgery, Leeds Road, Nelson, BB9 8EH - Padiham Surgery, Station Road, Padiham, BB12 8EA - Rawtenstall Surgery (Rossendale HC), Bacup Road, Rawtenstall, BB4 7PL NHS East Lancashire CCG is proposing to commission an APMS contract which is currently delivered from Health Access Centre, Haywood Road, Accrington, BB5 6AS. Further information about the practices list size and sites can be found on In-Tend. The aim of all the services is to deliver essential, additional and enhanced services to registered patients of each practice. It is proposed that the terms and conditions of all the services, including tariff arrangements, will reflect those contained in General Medical Services (GMS) contracts. It is envisaged that the contract lengths will be 10 years with an option to extend for a further 5 years subject to satisfactory review. Social Value - Under the Public Services (Social Value) Act 2012 the contracting authorities must consider: (i) How what is proposed to be procured might improve the economic, social and environmental well-being of the relevant area ("area" is the geographic area for which the procurement is taking place); and (ii) How, in conducting the process of procurement, it might act with a view to securing the improvement. Additional information: NHSE L&GM and the CCGs wish to engage with the market to gather soft market testing in order to gain a better understanding of both the level and interest within the external market and information gathering from those organisations. Accordingly NHSE L&GM and the CCGs are asking the market to complete a Request for Information (RFI). North of England Commissioning Support (NECS) is a commissioning support service hosted by NHS England and is managing this process for and on behalf NHSE L&GM (the contracting authority) and the CCGs. To express an interest in providing the service, please register on the In-Tend e-Tendering portal, which can be found at https://in-tendhost.co.uk/necs. Once registered, you will be able to view details of the opportunity by selecting the "Tenders" tab, and then selecting "Forthcoming Tenders". To view further information on the specific opportunity, click the button marked "View Details". From this area, you will be able to express your interest by selecting the button marked "Express Interest". Once you have expressed an interest, you will be able to access the RFI documentation. It is free to register on the portal, which can be accessed at any time of day. If you require further assistance, a help guide can be found on the portal by clicking on the tab marked "Guidance for Suppliers". Alternatively, a dedicated helpdesk is available should potential providers have any queries and can be contacted on 0844 2728810 (Monday to Friday 8am to 5pm) / support@in-tend.co.uk. Any organisations who wish to provide a response to the RFI are requested to complete and return their response by 12.00 noon on 2 October 2015, by uploading them onto the NECS e-tendering portal using the designated place. Following receipt of the RFI responses, NHSE L&GM and the CCGs may seek to hold 1:1 sessions with those organisations who submit an RFI response. It is envisaged (should NHSE L&GM and the CCGs choose to hold these sessions) that these will take place week commencing 12 October 2015 however NHSE L&GM CCGs will confirm this with all responding organisations. Please note: Only those organisations that have expressed an interest and submitted the RFI Response Document will be allocated an appointment. Places will be limited to five people per organisation. Please be aware that all communications and submissions will be conducted via the NECS In-Tend portal. It should be noted that this facility allows organisations to express an interest in this service and is NOT a pre-qualification questionnaire exercise and is NOT part of any pre-qualification or selection process.
