Summary of the contracting process

Central Bedfordshire Council procured refurbishment works for its industry units. The requirement falls within the construction and building-refurbishment sector, covering work at the council’s site in Shefford, Bedfordshire, identified by postcode SG17 5TQ. The named buyer is Central Bedfordshire Council, which is responsible for the requirement. The procurement concerns works rather than the supply of standalone goods or professional services. The scope is described at a high level as industry-unit refurbishments, so businesses would need to examine the underlying specification to establish the precise trades, building elements and delivery requirements involved. The work is associated with the council’s operational premises and is relevant to contractors delivering refurbishment or related building works in Central Bedfordshire and surrounding areas.

This procurement has been completed and awarded following a quotation process. The contract was awarded on 11 September 2026 to GB Construction (Herts) Ltd. The awarded value is recorded as £0. The contract period runs from 14 September 2026 to 13 September 2027. Quotations had to be submitted electronically through the council’s tendering system by 11am on 1 September 2026, and supplier questions were due by 26 August 2026. The council stated that late quotations would be excluded and that responses to questions would be shared with all tenderers. The procurement was classified as refurbishment work under CPV 45453100, and was marked as unsuitable for SMEs and voluntary, community or social enterprises.

Although this contract has already been awarded, it indicates established public-sector demand from Central Bedfordshire Council for refurbishment of its industry units. Businesses considering similar future requirements would need credible building-refurbishment capability, with the ability to manage works at council premises and deliver a complete construction service rather than a standalone product. Experience of preparing concise quotations, responding to clarification processes and submitting compliant electronic returns would be commercially relevant, because this requirement was run through a quotation route with formal submission controls. The stated suitability assessment was unfavourable to SMEs and voluntary, community or social enterprises, so the strongest competitors would be larger or more established refurbishment contractors with sufficient operational capacity, relevant delivery experience and the systems needed to meet public-sector tendering requirements.
