Summary of the contracting process

The Ministry of Defence is initiating the "Dstl Engineering Services Framework Agreement" tender, aimed at establishing a multi-supplier framework for engineering services within the Defence Science and Technology Laboratory (Dstl), located in Salisbury, England. The procurement falls under the engineering services category (CPV: 71300000) and is currently in the Tender stage, with submissions due by 1st April 2021. This selective procurement method is designed to encourage qualified suppliers to respond, with a total estimated contract value between £3 million and £5 million. The expected contract duration spans from August 1, 2021, to July 31, 2027.

This tender creates substantial opportunities for engineering firms, particularly those specialising in machining, fabrication, and electro-mechanical services, as it is divided into three specific Lots. Businesses that excel in delivering bespoke engineering solutions and can operate under tight deadlines will be well-positioned to compete. The contract's emphasis on flexibility and collaboration suggests that organisations with a strong track record of responsive service delivery, as well as small and medium enterprises (SMEs) and voluntary community sector enterprises (VCSEs), may find significant potential for growth through participation in this framework agreement.

Notice Title

Dstl Engineering Services Framework Agreement

Notice Description

The Defence Science and Technology Laboratory (Dstl) is proposing to establish a multi-supplier framework agreement for the provision of engineering services. Dstl undertake a variety of Machining, Fabrication and Electro-Mechanical engineering activities in support of Tasks placed on the organisation within a dynamic Defence environment. The range of Tasks dictates the type, scale and sensitivity of requirements on a case-by-case basis, and is often requested within very tight timescales. To fulfil these Tasks, Dstl adopts a flexible, responsive and adaptable approach to each, which requires working closely with its supply base; building a strong working relationship is key to achieving the desired outcomes. This Framework Agreement (FA) is to provide a range of Engineering Services and Support, delivering prototypes, small batch projects and trials support across the full breadth of Dstl programmes of work, managed through the Dstl Engineering Capability. The majority of requirements will involve bespoke services, however goods, services and on occasion off the shelf items may be requested. This Framework Agreement is divided into three Lots: - Lot 1: Machining - Lot 2: Fabrication - Lot 3: Electro-Mechanical Bidders may submit a response in relation to one or more of these three Lots. Additional information: The Authority is utilising an electronic procurement system for the management of this opportunity. This can be accessed via https://www.contracts.mod.uk
