Summary of the contracting process

The Peterborough City Council is initiating the procurement process for the "Re-opening of the Early Intervention and Prevention Pseudo Dynamic Purchasing System (DPS) - PRF 1061", primarily focused on health and social work services. This opportunity is currently in the planning stage, following the initial engagement that concluded on 13 December 2021. Interested suppliers will be able to apply for the DPS, which is scheduled to re-open six months after its inception in May 2021 and continue at intervals of twelve months thereafter. The delivery addresses are located in England, United Kingdom, and the overall contract value is approximately £21,329,161.

This tender presents an excellent opportunity for businesses specialising in early intervention and prevention services, particularly those with experience in hospital discharge support, community services, and information and advice. Small and medium-sized enterprises (SMEs), along with voluntary, community, and social enterprises (VCSEs), would be particularly well-suited to compete for the various lots available under this procurement. Suppliers that demonstrate relevant knowledge and expertise in delivering social services across Cambridgeshire and Peterborough are encouraged to participate in this dynamic purchasing system.

Notice Title

Re-opening of the Early Intervention and Prevention Pseudo Dynamic Purchasing System (DPS) - PRF 1061

Notice Description

Peterborough City Council (PCC), is looking to award an "Pseudo Dynamic Purchasing System" which PCC, Cambridgeshire County Council (CCC) and Cambridgeshire and Peterborough Clinical Commissioning Group (CCG) will be entitled to call off from. The Procurement is being run using a procedure similar to the open procedure described in Regulation 27 of the Public Contracts Regulations 2015 (as amended). However, the Authority reserves the right to deviate from the formalities of the open procedure given the flexibilities permitted by Regulation 76 of the Public Contracts Regulations 2015 (as amended) in the conduct of procurements for "Social and Other Specific Services", otherwise referred to as "Light Touch Regime" procurement. The Authority intends to re-open the multi supplier "pseudo DPS" (referred to as "DPS"). As the DPS Agreement will be "pseudo DPS", it will look and feel similar to a DPS agreement set up under Regulation 34 of the PCR. This means that the Authority envisages the DPS will re-open (6) six months after the DPS start date (May 2021) and then at (12) twelve month intervals (or at other intervals at the Authority's discretion) for new providers to apply or previously unsuccessful providers to re-apply subject to the terms and conditions of the Framework and evaluation process. Tenders are therefore invited from suitably experienced providers who can demonstrate knowledge and experience in the provision of Early Intervention and Prevention across Cambridgeshire and Peterborough. The requirements will be split into Lots as detailed below Lot 1 Hospital Discharge and Admission Avoidance Lot 2 Information and Advice Lot 3 Community Support Lot 4 Day Opportunities (This Lot is unlikely to be activated immediately)
