Summary of the contracting process

Tees Valley Combined Authority appointed Balfour Beatty Civil Engineering Ltd to provide preconstruction services for the Middlesbrough to Redcar Active Travel Corridor. The work is highway engineering focused on developing the scheme, including support for detailed design, buildability advice, cost input, risk mitigation and programme optimisation. It forms part of the City Region Sustainable Transport Settlement programme and covers the corridor between Middlesbrough and Redcar in the North East of England. The commission is structured around early contractor involvement: the appointed contractor contributes to developing the scheme before construction decisions are finalised. The procurement also encompasses a potential construction and delivery phase, but this preconstruction appointment is for the early development work.

The procurement is complete and the contract was awarded to Balfour Beatty Civil Engineering Ltd on 5 October 2026. The awarded value is £288,000 for the early contractor involvement phase only; it does not include construction. The contract period runs from 6 October 2026 to 19 February 2027. Tees Valley Combined Authority used the SCAPE Civil Engineering & Infrastructure Framework under the Public Contracts Regulations 2015 and entered into an NEC4 Professional Service Short Contract. The authority intends to instruct the same contractor for construction under an NEC4 Engineering and Construction Contract only if the early involvement phase is completed successfully, a target cost is agreed and all required approvals are obtained. The construction value and scope remain subject to that development and approval process.

For firms competing when this buyer next procures comparable work, this award indicates demand for integrated preconstruction input on an active travel corridor scheme: detailed design development, buildability, cost planning, risk mitigation and programme optimisation. Credible suppliers will need the capability to work alongside the authority and design team during early contractor involvement, translate design into deliverable construction plans, and support agreement of a target cost. The intended route links preconstruction with possible delivery by the same contractor, so relevant highway engineering and infrastructure delivery experience, and the capacity to carry a scheme through from development into construction, are commercially pertinent. The appointment went to a large civil engineering contractor through a framework, providing evidence of the scale and procurement route used for this requirement. SMEs and voluntary-sector organisations were not identified as suitable for this opportunity.

GB-Tees Valley: TVCA-PROC-0851 - Middlesbrough to Redcar Active Travel Corridor - Preconstruction

Notice Description

Tees Valley Combined Authority (the 'Contracting Authority'), part of the Tees Valley Combined Authority Group have appointed Balfour Beatty via SCAPE Civil Engineering & Infrastructure Framework under PCR2015 to provide preconstruction services for the Middlesbrough to Redcar Active Travel Corridor under the City Region Sustainable Transport Settlement (CRSTS) programme. TVCA has entered into a NEC4 Professional Service Short Contract (PSSC) which provides for Early Contractor Involvement (ECI) services relating to the development of the schemes including support for detailed design development, buildability advice, cost input, risk mitigation and programme optimisation. Subject to successful completion of the ECI phase, agreement of target cost and all required approvals, the Contracting Authority intends to instruct the same contractor to undertake the construction and delivery phase under the NEC4 Engineering and Construction Contract. The procurement therefore encompasses both the ECI and potential delivery phases of the scheme. Subject to successful completion of the ECI phase and the necessary approvals, the Authority intends to award the delivery phase to the appointed contractor under NEC4. The contract values published within this notice reflect the value of the ECI phase only. The value of the construction phase, and the phases of this scheme being taken forward cannot be determined until completion of the ECI activities. Subject to the Authority proceeding to the delivery phase, a subsequent notice will be published following execution of the NEC4 delivery contracts to reflect the value of the construction works.
