Notice Description

NHS England would like to invite stakeholders to attend a Stakeholder Engagement Event which will inform plans to commission a new Community Forensic Child and Adolescent Mental Health Service (FCAMHS), including Secure Outreach, for London. The new service forms part of a national initiative to develop England-wide specialist child and adolescent mental health services for high risk young people with complex needs and that will be delivered within clearly defined geographical areas at regional and sub-regional level. The service in London will be managed locally by NHS England London's Specialised Commissioning team, in partnership with the London Health in Justice team. The service will have the functions of a specialist Child and Adolescent Mental Health (CAMH) service, including secure outreach. It will be available to all agencies within its regional catchment, and is intended to supplement and inform existing local and other cross-agency provision (e.g. CAMHS, social services, youth offending teams, prisons, courts, education) which may have contact with risky young people, including those in contact with the youth justice system who have mental health and/or neurodevelopmental difficulties (including learning disabilities and autism). The small, highly-qualified multidisciplinary FCAMHS teams are intended to function on several levels in all environments: * As a resource for information * As a means of formal consultation * As a service providing specialist assessments and interventions in particularly high risk and/or complex cases * As a training resource for front-line workers * As a means of informing and developing strategic links between mental health services, the youth justice system and other agencies both locally and nationally. The population eligible for such services is deliberately broad covering all young people under 18 about whom there are questions regarding mental health or neurodevelopmental difficulties including learning disability and autism who: * present high risk of harm towards others and about whom there is major family or professional concern * and/or are in contact with the youth justice system * OR about whom advice about the suitability of an appropriate secure setting is being sought because of complexity of presentation and severe, recurrent self-harm and or challenging behaviour which cannot be managed elsewhere; in such cases, where non-secure in-patient services or locality CAMHS teams are usually extensively involved, the input from the secure outreach service is likely to be advisory or consultative rather than requiring direct clinical involvement. Additional information: FCAMHS teams have developed across England in an uneven way over the last 15 years, with some areas benefitting from the expertise of such a service and many others not having access to such provision. The service models and effects of such provision have been subject to concerted evaluation with positive results across agencies and settings. In 2013, a national report identified that "[M]ental health provision for young people about whom there are mental health concerns who present a high risk of harm to others and / or are in contact with the youth justice system is heterogeneous and patchy in terms of existing national provision." The report recommended that "[A]ction is needed to address gaps in provision and ensure that children and young people with complex forensic mental health needs have access to appropriate community based services in addition to other related services." Funding for the FCAMHS service has been secured to 2019/20, and funding thereafter is subject to national evaluation. To that end, providers of FCAMHS will be expected: * to participate and collaborate with a national service evaluation. This will involve collecting and sharing standardised clinical data and other data from referrers, young people and families. * to collaborate, when necessary, in clinical case-work and strategic development with other FCAMHS teams working in other geographical areas. It is intended that a procurement process to select suitable providers will commence in October with a view for the services to commence from the 1st April 2018. The Stakeholder Engagement Event will take place on 28th September 2017 from 9:30 - 1:30 at etc. Venues, Avonmouth House, 6 Avonmouth Street, London SE1 6NX. The event will provide: * an overview of the proposed service delivery model to be provided in London * an opportunity to contribute useful and helpful feedback to the proposed model. Where applicable this feedback will be used in any refinements of how FCAMHS services can effectively supplement and support existing local and other cross-agency provision for high risk young people. Please note that places to this event are limited and reservations will be strictly allocated on a first come first served basis.
