Summary of the contracting process

The Bradford Metropolitan District Council is conducting a tender for the project titled "Local Welfare Assistance Research," aimed at evaluating the impact of a previously abolished Discretionary Scheme on local residents. The procurement falls within the services sector, particularly in research and consultancy, and is classified under the CPV category of research and development services. This open procedure tender was published on 28th June 2016 and has a submission deadline of 3rd August 2016. The resulting contract period is set to commence on 15th August 2016 and conclude by 31st October 2016, with a project budget of £20,000.

This procurement presents an excellent opportunity for consultancy firms specialising in social research and economic analysis, especially those affiliated with small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprise (VCSE) organisations. As the council seeks to understand the low uptake of the new welfare scheme and its broader implications on debt levels and community issues, businesses adept in quantitative and qualitative research methodologies would be particularly well-suited to compete for this contract. The successful bidder will provide valuable insights that could help shape future welfare strategies in the district.

Notice Title

Local Welfare Assistance Research

Notice Description

The Council is looking to appoint a Consultant / Researcher to understand the impact of the residents of the district, when the Discretionary Scheme was abolished in March 2015. Does the new scheme from April 2015 meet the needs of the residents and what amendments may be required to the current scheme? Since the new scheme was introduced only 800 applicants have been made. What could be the reasons for this low takeup and what are people doing instead of applying for the loan? Are there any impacts of the low take up that may be affecting debt levels, homelessness and crime? A report will be required along with an executive summary, methodology statement, evidence based Appendix (showing survey results etc) and a presentation of your research findings.
